The Colowyo <br />employee who participated in the field inspection was Kurtis Blunt. On April 22nd, Duane Matt with OSM was <br />present. Mr. Matt was looking at West Pit reclamation to assess the area in the context of Colowyo's nomination <br />for a 2014 Excellence in Surface Mining award. The weather was clear and warm with wind on the first day. The <br />ground was slightly muddy. <br />Other than high wall mining operations, very little activity was taking place South Taylor Pit. The highwall <br />mining operations in South Taylor (G7 /G8 seam) have progressed. ADDCARR has completed all of the holes <br />along the north panel and is working on the east wall where they are on Hole 85. <br />In the West Pit, mining has been completed with the exception of highwall mining. The 103 dragline was moved <br />to perform reclamation in East Pit. <br />In the West Pit reclamation area (former spoil pile), no equipment was seen, this area has been reclaimed. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />In the East Pit area, the 103 dragline was idle, but has been moving soil in the 2016 reclamation parcel. <br />Above the 103, a dozer was pushing spoil in the old Section 16 Pit area. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was viewed from the pond below it (West Taylor Pond) and from above, and no <br />significant erosion or other problems were identified.
