Apri122, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />Other issues /observations regarding the ponds: <br />• Prospect Pond may have a leaking head gate or it may be that the gate was not completely closed. <br />The small amount of water flowing through the primary spillway did not reach the flume. <br />Colowyo will investigate this. <br />• The Rail Loop Pond needs to be cleaned. <br />• The spring above East Taylor was visible and had a significant flow. <br />• The spring above Streeter was not visible. <br />• Vegetation was found to be improved on the Prospect dam. <br />GENERAL MINE PLAN COMPLIANCE: <br />The Colowyo Coal Mine was generally found to be in compliance with the mine plan. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4. 03. 1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Haul roads were in good shape. The road along Taylor Creek was passable. The ditch outs along the road <br />(breaks in the berm) are allowing some sediment loading into Taylor Creek, but probably much less than if the <br />berm, which is required for safety, was not in place. <br />The 114 shovel is staged to begin work on the south end of the proposed haul road. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The West Pit reclamation area was viewed from the runaway truck ramp and no significant gullies or other <br />problems were identified. When observed from a closer perspective (near the parking lot) an area seeded last <br />October was observed. The surface has been roughened well. Little to no vegetation has emerged yet this spring. <br />The Prospect Ditch watershed looked to be in good shape, with very green vegetation. <br />SLIDES and DAMAGE - Rule 4.12: <br />The slump above East Taylor Pond appears to have stabilized. It is well vegetated. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />TSS 16A was walked on the south side. The ring ditch is in good shape, and the pile is well vegetated. A <br />sign is in place on the northwest corner.
