April 9, 2014 C- 1996 -083 /13owie No. 2 Mine SLB <br />The upper end of the West Fork of Terror Creek was observed from Stevens Gulch Road. The operator pointed <br />out potential locations for the monitoring location to collect baseline data for the PR -14 (Spruce Stomp) lease <br />inclusion. The area still had significant snow cover and was fairly muddy, so the ground was not traversed. <br />OTHER: <br />The Pitkin Mesa pipeline relocation was complete. The operator was completing seeding and mulching of <br />a small area on the corridor between ponds 12 -1 and 12 -10. The disturbance for the relocation was minimal, and it <br />appeared that topsoil was fairly dry during stripping and redistribution. The entire corridor disturbance, except for <br />the Stevens Gulch Road crossing, had been straw mulched. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rule 4.10 and 4.11 ❑ Drainage Control; Surface <br />Stabilization; Placement: <br />Gob Pile 42 <br />End dumped material at Gob Pile 42 was being graded and compacted. Equipment was working on the upper <br />bench, toward the outslope, making good progress toward the back of the pile. Refuse material was stockpiled <br />over the winter months to allow for drying, which seemed to have worked well, as the material appeared to be at a <br />good moisture level for grading and compaction. The moisture level has not required the addition of native <br />subsoil material to get it dry enough to compact and it's quite possible that water may have to be added for <br />optimum moisture. <br />Compaction tests on the newly placed material had not been conducted since work began for the season. The <br />operator indicated that testing would commence in the next week, and that holes would be dug, if necessary, to <br />gain access for testing of lower lift(s) of material to ensure adequate coverage of compaction testing. <br />There is end dumped material on the back end (north) of the upper bench and in the TR -76 expansion area <br />between Gob Pile 42 and Gob Pile 44 that will be relocated for grading and compaction operations. The operator <br />indicated that grading and compacting of this material will be continuous, if weather conditions allow, until <br />completed. <br />The eastern diversion ditch and contour ditches were in good condition. <br />Gob Pile #3 <br />Refuse material was being moved from the temporary winter storage area on the south /southeast to the central area <br />of the pile for grading and compacting. New material from the wash plant was being stockpiled for drying, also in <br />the central area of the pile. The north/northeast area of the pile held wet material that was being allowed to dry <br />before final grading and compaction. <br />No mixing of cover material and refuse was observed during the inspection, but the coverfill pile had decreased in <br />volume since last inspected. The operator indicated that the survey required as a result of the March 21, 2014 had <br />been completed; the Division has not received the results of that survey. <br />Number of Partial Inspection this Fiscal Year: 14 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 14 <br />
