April 9, 2014 C- 1996 -083 /Bowie No. 2 Mine SLB <br />Water from the drying waste was flowing downgradient to Ditch J3. No standing (unable to drain) water was <br />observed on the pile, and the underdrain outlet was not flowing. <br />Gob Pile 44 <br />There were no signs of any recent activity on Gob Pile 44. Slopes were stable, with minor rilling. The contour <br />ditches along the benches were in good condition. At the junction of the two gob piles, just east of the topsoil <br />stockpile, Ditch D -F 14 needs to be repaired - the upper end of the ditch is headcutting. <br />The operator indicated that cover material placement would likely commence this month. In addition to the cover <br />material currently stockpiled on Gob Pile 44, material currently stockpiled at Gob Pile 43 will be used on Gob Pile <br />#4. <br />ROADS Rule 4.03 ❑ Construction 4.03.1(3)14.03.2(3) ❑ Drainage 4.03.1(4)14.03.2(4) ❑ Surfacing and <br />Maintenance4.03.1(5) and (6)14.03.2(5) and (6) ❑ Reclamation 4.03.1(7)14.03.2(7): <br />At the time of the inspectors' arrival, the intersection of the Bowie Road (old SH 133) and the mine haul road was <br />slick and coated with material tracked by the refuse hauling trucks. During the inspection, equipment was <br />working to clear the road surface. <br />The main haul road was in good condition; ditches and culverts along the road were in need of typical Spring <br />maintenance (reshaping ditches, clearing culvert inlets). <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 14 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 4 of 14 <br />
