Bill Bear of Bowie Resources, LLC (BRL) was present during the inspection. Also present were Tamme
Bishop (JE Stover & Associates, Inc) and Mike Berry (Huddleston -Berry Engineering and Testing), both
consultants for BRL. Tamme Bishop arranged an on -site meeting with Mike Berry to tour the refuse areas and
discuss pending revisions. After the refuse areas were inspected, the Pitkin Mesa pipeline relocation project and
the upper portion of the West Fork of Terror Creek were briefly inspected.
Weather conditions at the time of the inspection were clear and sunny, warming to the 60s by the close of the
inspection. Ground conditions were dry at lower elevations; upper elevations around upper Terror Creek were still
covered with about 1 -2' of snow.
The longwall miner was being moved from the B 14 panel to B 15. Coal refuse was being hauled to Gob Pile 43.
AIR RESOURCE PROTECTION— Rule 4.17:
Fugitive dust emissions on the gob piles and roadways were minimal. No watering equipment was observed
during the inspection, but the roadways and gob material being worked were fairly wet.
HYDROLOGIC BALANCE - Rule 4.05 11 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Ponds B, C, D, and F all held water.
