March 2014 Stonewall Springs - QA/QC Plan <br />5.0 MATERIALS CQA <br />The construction of the Stonewall Springs Reservoir will consist of a variety of materials. The <br />construction quality assurance of these soil materials is presented in the following subsections. <br />5.1 MATERIALS TESTING <br />5.1.1 Quality Assurance Testing <br />Materials will consist primarily of soil material and soil cement. Some conventional concrete will be <br />utilized for the outlet works tower, conduit and stilling basin. A soil liner will be placed on the inside face of <br />the existing gravel pit to prevent water from seeping out of the reservoir as well as from infiltrating into the <br />reservoir. A soil cement facing system will be installed on the soil liner to inhibit wave induced erosion <br />from damaging the liner. Tests are to be carried out to provide quality assurance and that the properties <br />that are required in the specifications are met. The frequency and need for a given test is shown in Table <br />1. <br />5.1.2 Laboratory Testing Frequency <br />The frequency of testing required during the selection process for construction materials is a function of <br />the quantity of the materials. In general, however, testing shall be conducted in accordance with the <br />requirements of the project specifications, and, at a minimum frequency as shown in Table 1 for material <br />for each test procedure. <br />It should be noted that in all cases, at least one test shall be carried out, regardless of the quantity of <br />materials placed and compacted, where relevant. The CQA Field Representative shall review all <br />laboratory test results and forward a summary of all testing to the CQA Engineer. <br />5.2 OBSERVATIONS <br />The CQA Field Representative shall conduct the following observations <br />• General /earthwork contractor's daily activities. <br />• Surveyor's activities. <br />• Excavations per Section 5.4. <br />• Borrow excavation and stockpiling. <br />• Fill placement. <br />• Construction materials testing. <br />5.3 SOIL CEMENT <br />The CQA Field Representative shall conduct the following prior to and during soil cement placement: <br />• Verify foundation is ready to receive soil cement materials, and that the foundation has been <br />reviewed and approved by CQA Engineer. <br />• Observe that the native foundation materials are prepared in accordance with the requirements of <br />the specifications. <br />• Monitor lift thicknesses are within required range. <br />• Verify the soil cement is tested and that they are within the required moisture content and <br />compaction range. <br />• Coordinate and direct field density testing and review and accept or reject results immediately <br />(same day). <br />9 <br />
