March 2014 Stonewall Springs — QA/QC Plan <br />2.1.2 CQA Engineer <br />The CQA Engineer administers and directs the technical issues in the office and field and will conduct the <br />following: <br />• Attend Pre - Construction conference. <br />• Attend periodic progress meetings and conduct site visits at critical stages of construction. <br />• Scheduling of CQA team. <br />• Supervises and reviews daily field reports from CQA Field Representative and Technicians. <br />• Review the schedule and progress to -date and provide recommendations for corrective actions, if <br />any. <br />• Review construction procedures and assess that the intent of design is being met. <br />• Assist in resolving potential issues that may come up, including, but not limited to, schedules, <br />non - conformance to drawings and Special Provisions, methods, equipment, payment, and <br />sequencing. <br />• Assist in and coordinate any proposed changes to the design, Plans, or Special Provisions. <br />• Prepare a weekly summary report for the designated CQA Director and that outlines progress, <br />problems, and resolutions. <br />• Assist with final inspections and punch list development. <br />• Assist with preparing draft and final CQA Report. <br />• Prepare and distribute final meeting minutes to the CQA Director. <br />• Coordinate site inspections required by the SEO, including observation and approval of the <br />foundation prior to placing fill, start of fill operations, and completion of work for compliance to the <br />plans and Special Provisions. <br />2.1.3 CQA Field Representative <br />The CQA Field Representative is the on -site representative of the CQA Engineer. The CQA Field <br />Representative: <br />• Serves as the on -site representative of the CQA Engineer and supervises all other CQA Field <br />Technicians. <br />• Reviews the CQA Plan, project Plans, and Special Provisions for the site, and ensures that all <br />CQA Field Technicians are fully informed of the requirements of the work. <br />• Assigns the daily responsibilities of all CQA Field Technicians, to ensure that all relevant activities <br />of the General Contractor are monitored and documented per the CQA Plan. <br />• The CQA Field Representative shall prepare daily field reports (notes) documenting the activities <br />of the General Contractor for each day worked and transmit the reports immediately (same day) <br />to the CQA Engineer. The CQA Field Technician's daily inspection reports shall be attached to <br />the daily field reports. <br />• Attends all progress meetings as required plus any activity- specific meetings necessary to review <br />the installation of a critical component and /or CQA activities. Also prepares and distributes draft <br />meeting minutes to CQA Engineer. <br />• Collects, collates, and reviews the Quality Control documentation provided by the General <br />Contractor and their suppliers of the materials to be used on the project. <br />• Observing and verifying by review of data made available by the contractor that construction is <br />performed to the depths, lines, and grades as indicated on the drawings. <br />• Selects sample locations for conformance testing of all soils in accordance with the frequencies <br />and test requirements specified, forwards these samples to the Soils Laboratory, and reviews all <br />results for conformance and acceptability. <br />• Notifies CQA Engineer of Contractor's schedule requesting SEO inspections of foundation prior to <br />placing backfill, start of fill operations, and completion of work. A minimum of 48 hours notice to <br />the SEO is required. <br />4 <br />
