March 2014 Stonewall Springs — QA/QC Plan <br />2.0 PARTIES TO THE WORK AND RESPONSIBILITIES <br />The successful completion of the production and installation of the project is dependent on the interaction <br />and cooperation of many parties. The following parties are represented in the project. <br />Engineer of Record. The Engineer of Record for this project is <br />General Contractor. The General Contractor for this project is ASI Constructors, Inc. <br />Construction Quality Assurance (CQA) Engineer. The CQA Engineers for this project are <br />and <br />CQA Director. The CQA Director for this project is The CQA <br />Director is responsible for overseeing the CQA Engineer. <br />Responsible Regulatory Agencies. The regulatory agency for the design and construction of the <br />Stonewall Springs Reservoir is the Colorado Division of Water Resources, Office of the State <br />Engineer (SEO). <br />2.1 CQA TEAM <br />• CQA Director. The CQA Director shall be a registered professional engineer (P.E.) in the state of <br />Colorado and is responsible for all of the activities of the CQA Engineer. The CQA Director will <br />be kept appraised of field progress and decisions and provide final acceptance of work. <br />• The CQA Engineer is responsible for the provision of construction quality assurance services for <br />the construction of the project. The personnel of the CQA Engineer include: <br />• CQA Engineer. The CQA Engineer, demonstrating experience in construction and field oversight, <br />will visit the site, be involved in design and construction issues, provide liaison activities, provide <br />construction management insight and guidance as needed to the CQA Representatives in the <br />field on a daily basis, provide preliminary acceptance of work, and recommend final acceptance <br />of work to the CQA Director. <br />• CQA Field Representative. The on -site construction representative of the CQA Engineer, the <br />CQA Field Representative, liaisons directly with the CQA Engineer, the General Contractor, and <br />will coordinate with CQA Technicians on site. <br />The specific functions and responsibilities of these personnel are presented in the following sections. <br />2.1.1 CQA Director <br />The CQA Director administers the construction observation and technical direction for the CQA Engineer. <br />In particular, the CQA Director: <br />• Reviews the design, Plans, and Special Provisions for the project. <br />• Co- administers the CQA program with the CQA Engineer. <br />• Receives and reviews weekly reports, and provides final reviews and acceptance of laboratory <br />and field test data submitted by the CQA Engineer. <br />• Visits the site to review progress of the CQA program <br />• Receives and reviews the draft and final CQA report. <br />
