SPCC Plan <br />Any mine with an NPDES permit is required to have a spill prevention, control and containment <br />plan (SPCC) or have an approved variance for the plan from CDOH. This contains plans for <br />storage of petroleum products and hazardous materials, and spill containment measures. <br />MSHA Pond Inspections <br />If there are MSHA ponds (embankments taller than 20 feet or more than 20 ac -ft of pond <br />storage) on site, the operator must conduct weekly inspections in accordance with MSHA <br />requirements. Records of these should be on file. <br />State En2ineer's Pond Inspection <br />Applies to ponds or impoundments with embankments higher than 10' (upstream face), capacity <br />greater than 100 acre feet, or surface greater than 20 acres at high water. For these ponds, the <br />operator should have a design approval from CDMG and/or the State Engineer on file. There <br />should also be quarterly inspections for these ponds. <br />Quarterly Pond Inspections <br />Quarterly pond and impoundment inspections are required by CDMG permits. Inspections must <br />be conducted by a qualified registered professional engineer or someone under their supervision. <br />At a minimum, sediment pond reports should address: embankment stability, erosion, <br />sediment level, and any required maintenance. The operator should have records of inspection <br />of all sedimentation ponds and other impoundments. <br />Annual Hydrology Reports <br />Ground Water Monitoring - Monitoring requirements are identified in the approved permit <br />application package. A summary of ground and surface water monitoring requirements should <br />be kept in the mine inspection packet. Verify that all sites are sampled when required, all <br />parameters to be monitored are analyzed, and records are maintained adequately. Records <br />should be available through the previous quarter. <br />Surface Water Monitoring - See Ground Water Monitoring. <br />Spring and Seep Monitoring - Operators may be required to monitor and keep records of spoil <br />springs if and when they appear, as well as naturally occuring springs in the mine area. Refer <br />to the approved permit application package for requirements. Records should be available <br />through the previous quarter. <br />Mine Water Discharge Monitoring - Underground mines must monitor and record quantities of <br />mine water they discharge. Here again, records should be available through the most recent <br />quarter. Monitoring frequency is identified in the mine permit. The same is true for mine <br />inflows in underground mines, although this monitoring could change as new water sources are <br />encountered by mine advance. <br />-3- <br />
