March 20, 2014 C- 1981 - 038 /Bowie No. 1 Mine MLT <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />• The West Ridge and Old refuse piles at the East Mine were inspected and found to be well <br />vegetated and stable, with no signs of erosion or instability noted (Photo 3). <br />FISH and WILDLIFE — Rule 4.18: <br />• Deer and elk tracks were plentiful across the reclaimed areas at the East Mine, West Mine, <br />and Timber Storage Area. A band of mule deer was seen moving westward across the upper <br />bench of the East Mine (Photo 4). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Snow had melted from the entire permit area, with the exception of the Well Field. <br />East Roatcap Creek was flowing at the West Mine, through the culvert pipe that runs beneath <br />ponds W -1 and W -2. The culvert inlet (Photo 5) and outlet were clear. The inlet is protected <br />by a concrete headwall. The two ponds (Photo 6) were dry, with small patches of snow <br />remaining on the northern slopes of the impoundments. The operator may be able to remove <br />the ponds and reconstruct the stream channel for East Roatcap Creek in 2014, pending <br />approval of TR -58. <br />• Stevens Creek was also running, and the reconstructed segment below the Timber Storage <br />(R.O.M.) Area was functioning as designed. The silt fence installed last fall was in good <br />condition. The pond was dry and the impounding structure was well vegetated and stable. <br />The pond, together with the remaining collection ditches, may be reclaimed later this year. <br />• Ponds 1, 3 and 4 at the East Mine were dry, as was the West Ridge pond. Pond 2 held a <br />shallow pool of water. Some roadside ditch segments, specifically the rock -lined ditch along <br />the west side of the reclaimed portal bench (Photo 7), were in need of routine maintenance <br />and restoration of the designed cross section. Ditches to the NW of the West Ridge had been <br />re -lined with riprap where the operator had observed some erosion occurring in 2013. <br />• At the Highway Coal Storage Area, the ditch adjacent to the tracks had been recently <br />regraded to prevent any ponding and allow runoff to flow directly to the pond. Water was <br />being retained in this pond, which is incised (Photo 2). The outlet structure was clear, and no <br />discharge was occurring. <br />• At the Loadout Pond, erosion cavities in the corners of the binwalls have been filled -in, and <br />elm trees that had sprouted on top of the structure have been removed. Trees growing in the <br />pond bottom may also be removed this year.
