March 20, 2014 C- 1981 -038 /Bowie No. 1 Mine MLT <br />• The East Mine road was in good condition, and accessible by vehicle as far as the Portal <br />Bench. A number of water bars were in place along its length, to divert surface flow to the <br />roadside ditches. <br />Vehicular access to the West Mine was not attempted, as the road was still partially covered <br />with snow. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />• All of the reclaimed areas (West Mine, East Mine, and Timber Storage Area) appeared to be <br />stable, with no evidence of slope instabilities or erosion being observed (Photos 8 thru 12). <br />• At the Loadout, removal of the track and ties had been completed, and the materials were <br />stockpiled in various locations for eventual transport away from the site. <br />Mr. Bear said that the railroad ballast (crushed rock) may be salvaged later this year. Once <br />that activity occurs, the railroad alignment will be regraded, seeded and mulched. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Vegetative cover data was collected by the operator during the 2013 growing season. Cover <br />at the West Mine and Timber Storage Area was sufficiently high that an application (TR -58) <br />to remove the sediment ponds for these areas has been submitted by the operator. <br />• Mr. Bear said the cover at the East Mine has not yet progressed to the point which would <br />allow removal of the sediment control systems there. <br />• The operator has removed some of the tamarisk plants that had sprouted up in the Ponds 1 <br />thru 4 drainage. <br />SUPPORT FACILITIES - Rule 4.04: <br />• The Loadout continues to be used to store miscellaneous materials associated with the Bowie <br />No. 2 Mine. No problems with the stored materials were noted. <br />The sewage lagoon is no longer in use. Portable sanitary facilities are in place at the <br />Loadout. <br />• Mr. Bear said that repairing the erosion that occurred within the substation fence will require <br />coordination; the substation is live, and provides power to the surrounding area. For safety <br />reasons, the enclosure can not be entered while it is "live ". The operator will work to shore <br />up the slope outside the fence to prevent any further loss of material. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 3 Page 4 of 11 <br />
