ENVIRONMENT, INC.
MARCH 12, 201 4
PAGE 3
The Applicant has stated in Exhibit B that the reclaimed floor elevation will be 3 - 50 feet
below the existing ground elevation. The Reclamation Plan states that the pit floor will
slope from the toe of the highwall to the face of the road. Please clarify if there will be a
depression where the pit floor is or if the pit floor will be level with road.
When reclamation is complete the intent is to create a gentle slope from the toe of the
mine face to the road. This will preserve the historic drainage on the property. Next to
the road there may be a shallow ditch that will match the existing runoff ditches along the
road.
8. The Applicant has stated that mining will progress into a hillside on the north side of the
permit area and will result in a 45 - 50 foot highwall. Please specify the existing grade of
the hillside that will be mined into.
In general, the overall slope is approximately 1.2:1. But there are areas where exposed
rock faces have near vertical slopes and places where boulders lay on the surface. These
natural highwalls are as much as 20 feet high in places
9. As required by Rule 6.5, the Applicant must provide an engineering analysis to
demonstrate that the proposed highwall along the northern portion of the mine site will be
stable upon final reclamation.
We are in the processing of collecting information to address this item. As you know, we
have scheduled a meeting with the Division at the mine to discuss what needs to be done,
considering the current conditions at the mine.
6.3.5 Exhibit E - Map
10. As required by Rule 6.3.5(2)(c), please outline and label the location of the processing
plant and of all stockpiles which will be present onsite on the Mining Plan Map.
I apologize for not having these on the map. I also forgot to include the mining setbacks,
and the existing entrance road on the south side of the permit area. I found a problem
with the scale of the map and fixed that too. When I checked the Reclamation Plan Map -
Map Exhibit E -2, I found the same problems of map scale and missing information. I
fixed this map and also added color to the undisturbed area on this map. To get the maps
to fit the scale I originally used, I had to increase the paper size, but managed to keep it on
a size that can be copied easily. I reprinted both maps and attached them for your file.
11. The Applicant has stated that 0.8 acres of the 3 acre permit area will consist of setbacks.
Please illustrate any setbacks on the Mining Plan Map.
In response to item 10, 1 added the setback lines to the Mining Plan Map - Exhibit E -1. I
am not sure if the 0.8 acres was a typing error or some other fowl up on my part. It is
possible that since I had the scale wrong on the map, when I measure the setback area it
came out larger then what it should have been. The setback line I added to the Mining
Plan Map covers 0.28 acres t and the existing access road is 0.16 acres ± for a total of
0.44 acres. So instead of 2.2 acres of disturbance within the mine area, it should have
