ENVIRONMENT, INC.
MARCH 12, 2014
PAGE 2
3. As required by Rule 6.3.3(h), please specify how much water will be used for dust control.
At this time all water used at the mine is purchased for Estes Park and hauled to the mine.
We estimate 1.0 acre foot will be used per year at the mine.
4. The Applicant has stated that a stormwater management plan would be prepared if there
was the potential for stormwater to leave the site. Based on the topography surrounding
the mine site, it would appear there is the potential for stormwater to flow through the site
from the upland areas to the north. Please provide an explanation of how stormwater will
be managed at the site.
The intent -is to place berms around the upper parts of the disturbed area to divert runoff
around the mine so it does not come in contact with disturbed areas. On the lower end
the floor level will be a little below the surrounding level so water does not leave the site.
The nature of this material is such that it is very dry and will absorb much of the moisture
that will fall on the disturbed area. It will also tend to accumulate in the fractured rock on
the mine floor or on low areas in the mine and not be discharged. Any exposed
stormwater retained will be removed within 72 hours after the end of the storm event.
6.3.4 Exhibit D - Reclamation Plan
5. The Applicant has stated that weed control will be implemented at the site. Please indicate
if there are noxious weeds present on site. In addition, please provide a weed control plan.
The weed control plan should include the following:
a) A list of potential species of noxious weeds that may occur on the site.
b) A description of the various control measures that will be employed such as
mechanical, chemical, biological control or a combination of the three methods.
C) Provide a monitoring plan that specifies how often the Operator will monitor the
site and the actions that will be taken if noxious weeds are detected.
d) Provide a post- treatment monitoring plan to evaluate the effectiveness of the
control measures.
e) Provide a commitment that the weed control plan will be implemented for the life of
the mine.
Attached is a weed control plan for the mine, it addresses all the points you raise in this
question. Noxious weed have not been a problem on the property in the past.
6. The Applicant has stated the reclaimed area will be used by the landowner to park various
pieces of equipment. Please verify that the equipment which will be stored in this area is
not associated with the quarry operation for DRMS File No. M- 1978 -332.
This area is not intended to be an exclusive equipment parking area for the existing mine.
Some of the equipment used in that operation, is used to maintain the roads on the
Colorado Rose Red property that covers 50 acres and the driveway /road back to the
highway. The equipment is also used at this mine. It may include but, is not limited to a
dozer, a water truck, frontend loader(s), haul trucks, logging equipment and personal cars
and trucks. There is some discussion about placing a building on the floor once mining
ends, but that is not included in the end use.
