Trapper Mining, Inc.
C- 1981 -010; PR7
Adequacy Review No. 2
2.04.5, General Description of Hydrology and Geology;
6. Prior to anv disturbance within the expansion area, section 2.07 of the permit will need to be updated to
provide the information required by Rule 2.04.5. The Division will add a stipulation to the approval of this
permit revision to this effect.
a. Trapper's Response: Please see the response to comments 7 and 8.
b. Division's Response: Based on a review of Trapper's response to comments 7 and 8, the Division
agrees the general hydrology and geology presented in the respective section of section 2.07 in the
permit meet the requirements of this rule.
2.04.6 Geology Description;
7. A review of the site specific Geology baseline information contained in the permit currently does not appear
to extend into the PR7 expansion area. Rule 2.04.6(2) for surface mining activities requires a description of
the geology within the proposed area to be affected over the life of the operation down to and including the
first aquifer and other coal seams, if anv, below the lowest coal seam to be mined. Prior to mining in the
proposed expansion area, the Operator will need to submit a permit revision to the application that contains
the information required in Rule 2.04.6(2). The Division will add a stipulation to the approval of this permit
revision to this effect.
a. Trapper's Response: The geologic setting is the same for the permit extensioun area as that
presented inn the Trapper Permit, Fugure 2,74 inn the Trapper Pernnit presents the structure of the
basin tun the area of the mine. Structure of the coal seams was rev uevv ed for the permit extensions
area_ The revuevv showed that the typical dip to the ninth 61 the usortheasteni por ions of the Trapper
permit area is changing to the nnorthvvest ins Sections 28 T6N R90W. Thus change fits the regiounall
structure clnange that is shove us ins Figure 2.7 4. Additionsallllv- please see the response to comment 8.
b. Division's Response: Trapper's response indicates the geologic setting is the same in the permit
extension area. As indicated in item 46 above, the Division agrees that the general geologic setting
is the same. However, the site specific geologic information will need to be updated prior to mining
in the expansion area. Permit sections 2.7.2; Overburden Characteristics and section 2.73; Coal
Characteristics appears to be based on bore holes sampled within the current permit area and not the
expansion area. Also, Map M11, Site Specific Geologic Map does not extend into the permit
expansion area. Given this, the information required in Rule 2.04.6(2)(a) and (b) will need to be
incorporated into the permit through a revision prior to mining in this area. As indicated originally
for this adequacy item, the Division will stipulate the approval of this permit revision to this effect.
In accordance with Rule 2.04.6(2)(b)(iv), Trapper may request the requirement for a statement of
the results of test borings or core samples taken within the expansion area be waived by the
Division. If so, Trapper will need to demonstrate why this information is unnecessary.
2.04.7 Hydrology Description
8. Based on the surface and groundwater analyses discussed in section 2.07 of the permit, it does not appear
the surface and ground water system of the expansion area has been analyzed. This information is required
for the proposed permit area and adjacent areas, not _just areas that are to be disturbed.
a. For the expansion area please submit a description of the groundwater hydrology for the proposed
permit and adjacent area in accordance with Rule 2.04.7(1)(a).
i. Trapper's Response: Growid water hr-drollogy vv uthinn the permit ezpamn onn area does snot
dramatically cllnange. Tlne structure maps for I and R coal seams were used to aid inn the
