Trapper Mining, Inc. <br />C- 1981 -010; PR7 <br />Adequacy Review No. 2 <br />Page 2 of 15 <br />Mine Plan Area Vegetation Prior to Mining; depicts this area with Mountain Shrub and Big <br />Sagebrush vegetation cover. <br />Please revise Map M28 and extend the land use laver to depict the land use for the entire expansion <br />area. For the soils unit 99 area, please confirm if any of this area is currently being used or has <br />historically been used farmland. If any area is currently being used as farmland please update Map <br />M28. If any area has historically been used for farmland within five years of any proposed <br />operations within this area, the historic use of the land will need to be depicted on Map M28. <br />3. Prior to any mining in the expansion area, Trapper will need to submit a narrative of the land capability and <br />productivity in accordance with Rule 2.04.3(2)(b). The Division will stipulate the approval of this permit <br />revision to this effect. <br />a. For the proposed expansion area, please revise section 2.05 of the permit to indicate whether the proposed <br />permit area has been previously mined. Division's Response: This item is resolved. <br />2.04.4 CzlltuNal ana'Historic Resource InfoNnrnation: <br />On July 27, 2013 the Division received a letter from Edward C. Nichols, the State Historic Preservation <br />Officer in regards to their evaluation of the permit revision. Their letter is dated June 24, 2013 and is <br />enclosed for \,our review. Two cultural resources have been recorded to exist within the expansion area <br />(5MF948 and 5MF7402). A discussion of these resources is included in Mr. Nichols letter along with a <br />recommendation that a cultural resources survey be completed for those areas within the PR -7 expansion <br />area. Based on a review of the current cultural resource inventory included in section 2.9 in the permit, it <br />does not appear the entire expansion area has been evaluated. Rule 2.04.4(1) and (2) requires specific <br />cultural resource information be submitted with a permit application for areas proposed or likely to be <br />affected b\, surface mining activities. The permit revision does not indicate any area to be affected within <br />the proposed expansion area for the next permit term. Given this, the Division will add a stipulation to the <br />approval of this revision to require that a Cultural and Historic Resource inventor, and survey be conducted <br />to comply with Rule 2.04.4 prior to disturbing /affecting any area within the proposed expansion area. <br />a.
