Enter into an agreement with the Pueblo County Board of County <br /> Commissioners identifying the portion of the cost of the road <br /> improvements to be borne by the applicant and providing suitable means <br /> of guaranteeing that participation, such as a letter of credit, escrowed <br /> funds, etc., and which further defines the time frame for completion of all <br /> improvements. <br /> Comments from the Colorado Department of Transportation (CDOT), dated March 11, <br /> 1999, are attached as Exhibit 10. CDOT indicates the portion of lands west of 1-25, <br /> which are part of the westerly block of lands, will not be granted access to the <br /> interstate. Additionally, drainage from the project to the State highway right of shall not <br /> exceed the undeveloped historical flow. <br /> The applicant submitted an Analysis of Projected Traffic, dated May 31, 1999, and <br /> received by the Department of Planning and Development on June 1, 1999. The <br /> Analysis indicates plant access will be from Lime Road east of Interstate 25. The plant <br /> access (private) road will connect with Lime Road approximately 100 feet east of where <br /> the UP and BNSF rail lines cross Lime Road (currently, this access point is immediately <br /> adjacent to the tracks at the rail crossing). Proposed rail access will be from a rail spur <br /> to connect with the main-lines 3/ mile south of the Lime Road crossing. <br /> Traffic impacts are identified as including employee traffic, traffic from delivery of raw <br /> materials and other equipment by truck and rail, and traffic from shipping cement <br /> product by truck and rail. <br /> Employee Traffic <br /> During a typical work week of Monday through Friday, a work force of around 90 <br /> full time employees will be distributed among three shifts per day. Approximately <br /> 60 employees will be Day Shift, 20 will work Swing Shift, and 10 will work the <br /> Graveyard Shift. It is estimated that peak traffic times will occur from 6:30 to <br /> 8:00 a.m. as Graveyard and Day Shift employees enter and leave (70 vehicle <br /> impact equivalent) and between 3:30 to 5:00 p.m. as Day Shift and Swing Shift <br /> employees enter and leave (80 vehicle impact equivalent). Weekend traffic will <br /> be significantly reduced from weekday levels. <br />
