Memo to PCPC <br /> Re: SUP No. 1999-002 <br /> June 9, 1999 <br /> Page 15 <br /> ACCESS <br /> The property consists of a westerly block of land and an easterly, larger block of land. <br /> The main plant site and initial quarry area are in the easterly block and will be accessed <br /> from 1-25 via Lime Road and a private access road just east of the BNSF tracks. The <br /> applicant has not discussed how the westerly block of land will be accessed. The <br /> section of Lime Road being used to access from 1-25 to the plant is an asphalt road <br /> surface in poor to fair condition with significant sharp turning segments. The <br /> Department of Public Works comments dated March 18, 1999, and updated comments, <br /> dated June 9, 1999, are attached as Exhibits 9a and 9b. The width of the existing road <br /> averages 22 feet, with limited shoulders. The road has seen low volumes of traffic for <br /> many years, and as such has been considered adequate. In order to accommodate <br /> any significant level of heavy truck traffic, both in terms of safety and maintenance, the <br /> road needs to be re-constructed to an adequate width and cross sectional thickness. <br /> Lime Road is presently classified as a minor collector, which calls for a paved width of <br /> 32 feet for a rural cross section. The updated comments from Public Works <br /> indicate that, until responsibility for the necessary Lime Road engineering and <br /> construction improvements is decided upon, Public Works cannot support <br /> approval of the special use permit. Until the applicant designates the access <br /> point along Lime Road it is not possible to accurately estimate the costs for the <br /> needed improvements. <br /> The Department's memorandum of June 9, 1999, recommends the applicant be <br /> raquired to do the following preferably prior to approval of the special use permit and <br /> certainly before commencing operation of the facilities: <br /> 1. Submit to the Department of Public Works detailed construction plans <br /> prepared by a licensed engineer, which cover the necessary road <br /> improvements to bring the section of Lime Road from 1-25 east to the <br /> entrance into the site, that will result in the road meeting minimum design <br /> standards for a minor collector road, rural cross section. The plans shall <br /> be prepared in accordance with the requirements of the Pueblo County <br /> Roadway Design and Construction Standards. If the access point lies <br /> east of the railroad crossing on Lime Road, the plans shall also include <br /> proposed improvements to the rail crossing on Lime Road, including but <br /> not limited to improved horizontal and vertical alignment and sight <br /> distance, installation of cross arms and signals. <br /> 2. Submit to the Department of Public Works a detailed engineer's cost <br /> estimate for the improvements depicted in the final (approved by the <br />
