February 24, 2014 C- 1996 -083 /13owie No. 2 Mine SLB <br />Gob Piles #1 and #4 <br />• The piles were mostly clear of snow and appeared to be stable. <br />• There were no signs of any recent activity on either pile. <br />• Cover material stockpiled on the upper bench of Gob Pile 44 was stable and clear of the surface water <br />diversion and collection ditches. <br />Gob Pile 43 <br />• The pile was active at the time of the flight. <br />• An excavator was loading cover material from the stockpile to a haul truck; it appeared that the material <br />was being used for mixing into Gob Pile 43 waste for compaction. <br />• Recently placed material did not appear to have been placed in a controlled manner, and there were <br />several areas on the east/northeast end of the pile where water appeared to be impounded and was not <br />immediately directed off of the pile. The impounded water was also mentioned in the self -report <br />provided by BRL based on a consultant inspection of the site on February 17, 2014. <br />- Trenches need to be cut into the area immediately, to allow the material to drain. <br />- End dumped material not stored in the approved temporary drying areas must be placed in a controlled <br />manner and concurrently compacted. <br />• An excavator, compactor and dozer were working on the central portion of the pile. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 12 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 6 <br />
