February 18, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ
BACKFILL and GRADING — Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2) (f);
Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
In the West Pit, the 103 dragline was moving F overburden.
EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09
Placement; Drainage Control; Surface Stabilization:
The West Taylor Fill was viewed from the pond below it (West Taylor Pond), and no erosion or other
problems were identified.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Portions of ditches in the East Pit area were inspected. The channels contained significant snow; no
problems were seen.
Three of the sumps along the road to West Pit Pond (Sumps 2, 4, and 5) are full of water and sediment, and
Colowyo needs to clean these. There are also problems with the areas near the sumps. Berms need to be
constructed, grading performed, or other work performed to prevent sediment loading from the road onto
undisturbed areas near the Taylor Creek Buffer Zone. Piles of soil (possibly from cleaning of the sumps) were
seen near the sumps; these must be disposed of in a proper location.
The following ponds were inspected: West Taylor, East Taylor, Work Area, West Pit, Prospect, Gulch A, Streeter,
Gossard Loadout, and Rail Loop. The following ponds were discharging: West Taylor, East Taylor, Streeter,
Gossard, and (possibly) Work Area. For all discharging ponds, no sign of pollutants was observed. The rest of the
ponds were not discharging but held water and/or snow.
The primary spillway at the Work Area Pond was inspected. It is unclear if it is again leaking through the head
gate. A small discharge was seen in the flume, even though the water level in the pond was below the holes in the
primary spillway stand pipe. However, at the time of the inspection, some snow was seen in the stand pipe and
the small flow could have been due to melting of this snow. Colowyo should closely monitor this spillway.
Other issues with the ponds:
• Vegetation was found to be sparse in some areas on the following
ponds: West Taylor, East Taylor, and Streeter.
• The flume below the West Taylor Pond appears to not be level, this
should be checked and fixed as necessary.
• The channel below East Taylor Pond is bare and should be armored
with riprap.
GENERAL MINE PLAN COMPLIANCE:
The Colowyo Coal Mine was generally found to be in compliance with the mine plan. No unauthorized
activities were seen along Wilson Creek (CR51 was driven for several miles) or in other areas of the site.
ROADS — Rule 4.03
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 11
