February 18, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2) (f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />In the West Pit, the 103 dragline was moving F overburden. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was viewed from the pond below it (West Taylor Pond), and no erosion or other <br />problems were identified. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Portions of ditches in the East Pit area were inspected. The channels contained significant snow; no <br />problems were seen. <br />Three of the sumps along the road to West Pit Pond (Sumps 2, 4, and 5) are full of water and sediment, and <br />Colowyo needs to clean these. There are also problems with the areas near the sumps. Berms need to be <br />constructed, grading performed, or other work performed to prevent sediment loading from the road onto <br />undisturbed areas near the Taylor Creek Buffer Zone. Piles of soil (possibly from cleaning of the sumps) were <br />seen near the sumps; these must be disposed of in a proper location. <br />The following ponds were inspected: West Taylor, East Taylor, Work Area, West Pit, Prospect, Gulch A, Streeter, <br />Gossard Loadout, and Rail Loop. The following ponds were discharging: West Taylor, East Taylor, Streeter, <br />Gossard, and (possibly) Work Area. For all discharging ponds, no sign of pollutants was observed. The rest of the <br />ponds were not discharging but held water and/or snow. <br />The primary spillway at the Work Area Pond was inspected. It is unclear if it is again leaking through the head <br />gate. A small discharge was seen in the flume, even though the water level in the pond was below the holes in the <br />primary spillway stand pipe. However, at the time of the inspection, some snow was seen in the stand pipe and <br />the small flow could have been due to melting of this snow. Colowyo should closely monitor this spillway. <br />Other issues with the ponds: <br />• Vegetation was found to be sparse in some areas on the following <br />ponds: West Taylor, East Taylor, and Streeter. <br />• The flume below the West Taylor Pond appears to not be level, this <br />should be checked and fixed as necessary. <br />• The channel below East Taylor Pond is bare and should be armored <br />with riprap. <br />GENERAL MINE PLAN COMPLIANCE: <br />The Colowyo Coal Mine was generally found to be in compliance with the mine plan.
