The weather was indicative of spring: sometimes were clear and warm, sometimes <br />were cold and windy, and a snow storm was experienced. The ground was covered with snow over some of the <br />mine site, and much of the site was very muddy. Access to some areas was very limited. For example, the road to <br />the Section 28 Pond was covered with snow, and much of East Pit reclamation was inaccessible due to mud and <br />snow. <br />South Taylor Pit was inspected on Thursday, which is typically a non - production day so that maintenance can be <br />conducted on the equipment. Other than the high wall mining operations, very little activity was taking place. <br />The 115 excavator has been exposing B3 coal in the southwest corner of the pit, but was idle on this day. Drill <br />rigs are on -site; one for blast drilling and one to calibrate the Mine Star system. <br />The highwall mining operations in South Taylor have progressed. ADDCARR has completed all of the holes <br />along the north panel (10 holes) and is working on the east wall where they are on the eighth hole from the north. <br />In this eighth hole, they have dug about 380 feet into the wall. The operation was moved to the north side of the <br />pit from the south side (where several holes were completed) to avoid problems with water collection in the <br />spring, since the north end is the low portion of the pit. Mining has been completed at the south end of the box <br />cut, and trucks were moving material into this area during the inspection. <br />In the West Pit, the 103 dragline was moving F overburden, and dozers were cleaning F seam coal. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Water trucks were seen controlling dust from the haul roads. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 11 <br />
