M. Savage
C- 1992 -080 2012 ARR Review
CDRMS Annual Reclamation Retort Form - 2012
30- Jan -2014
In an attempt to reconcile the permit area, disturbed, reclaimed and released acreages, the
Division has conducted an extensive review of the full permitting history and the Annual
Reclamation Reports submitted for the Carbon Junction Mine covering calendar years 1992
through 2012. The results of this review are detailed in a memo to the file dated 30 -Jan-2014.
We find that acreages reported by Oakridge in recent years on the Annual Reclamation Report
Forms are inconsistent, and should be updated for future submittals. Each category from the
form is individually addressed below, with comments.
Land Status Category
Acres Disturbed: Utilizing the La Plata County GIS website, the Division has determined that
61.83 acres within the current coal permit boundary were disturbed by mining. The 2012 value
of 45.31 acres should be increased to 61.83 acres. A summary of the areas measured:
Feature
Acres
North Pit
7.67
North Pit Haul Road
5.89
South Pit Drill Pad
1.08
Permanently Reclaimed Spoils Area (PRSA)
12.51
Topsoil Stockpile #2
2.69
Topsoil Stockpile #4
3.43
Topsoil Stockpile #7
5.43
Sediment Pond 2
2.51
Southern Area (former T.S. #8, Pond 1, Equipment Area
13.81
Carbon Junction Permanent Diversion (lower)
0.93
Carbon Junction Permanent Diversion (upper)
0.93
Upper Carbon Junction Channel
2.20
Main Road (4000' L x 30' W )
2.75
Total Disturbed
61.83
Acres Backfilled and Graded: The total acreage disturbed is the sum of three areas: active
mining areas, long -term mining or reclamation facilities, and those areas already Backfilled and
graded. For the Carbon Junction Mine, 0.00 acres are "active ", and 3.95 acres are "long- term" or
permanent (the main road and the North Pit access road). The remaining balance (61.83 - 3.95 =
57.88 acres) has thus been Backfilled and graded to the approved post - mining topography.
Acres Topsoiled: A total of 52.99 (rather than 41.93) acres appear to have been topsoiled. In
1998, 7.70 acres of the Previously Reclaimed Spoils Area (PRSA) were topsoiled; in 2006, 25.67
acres were topsoiled; topsoil was distributed on 8.56 acres in 2008, and 2.20 acres were topsoiled
in 2013. Topsoil stockpiles #4 and #7, totaling 8.86 acres, were approved for retention as
permanent features with TR -16 in Jun -2010. By default, the stockpiles are considered to have
been topsoiled.
