Savage <br />C- 1992 -080 2012 ARR Review <br />CDRMS Annual Reclamation Retort Form - 2012 <br />30- Jan -2014 <br />Page 3 of 5 <br />In an attempt to reconcile the permit area, disturbed, reclaimed and released acreages, the <br />Division has conducted an extensive review of the full permitting history and the Annual <br />Reclamation Reports submitted for the Carbon Junction Mine covering calendar years 1992 <br />through 2012. The results of this review are detailed in a memo to the file dated 30 -Jan-2014. <br />We find that acreages reported by Oakridge in recent years on the Annual Reclamation Report <br />Forms are inconsistent, and should be updated for future submittals. Each category from the <br />form is individually addressed below, with comments. <br />Land Status Category <br />Acres Disturbed: Utilizing the La Plata County GIS website, the Division has determined that <br />61.83 acres within the current coal permit boundary were disturbed by mining. The 2012 value <br />of 45.31 acres should be increased to 61.83 acres. For the Carbon Junction Mine, 0.00 acres are "active ", and 3.95 acres are "long- term" or <br />permanent (the main road and the North Pit access road). The remaining balance (61.83 - 3.95 = <br />57.88 acres) has thus been Backfilled and graded to the approved post - mining topography. <br />Acres Topsoiled: A total of 52.99 (rather than 41.93) acres appear to have been topsoiled. In <br />1998, 7.70 acres of the Previously Reclaimed Spoils Area (PRSA) were topsoiled; in 2006, 25.67 <br />acres were topsoiled; topsoil was distributed on 8.56 acres in 2008, and 2.20 acres were topsoiled <br />in 2013. Topsoil stockpiles #4 and #7, totaling 8.86 acres, were approved for retention as <br />permanent features with TR -16 in Jun -2010. By default, the stockpiles are considered to have <br />been topsoiled. <br />
