Runoff for a majority of the railroad loop does not drain to either of the sedimentation <br />structures. In order to demonstrate the railroad loop meets intention of Rule 4.05.2(3), a <br />SEDCAD+ analysis was conducted on the entire reclaimed section of the railroad loop. <br />The SEDCAD+ analysis and all associated inputs are presented in Appendix 12 -2, Small <br />Area Exemption Demonstrations. As shown in the analysis, due to the successful <br />revegetation efforts the peak settleable solid concentration is below the water quality effluent <br />standard of 0.5 ml /1. Given these results HGTI requested and received CDRMS approval to <br />permit this area as a small area exemption. <br />Areas 1 and 2: There were two small areas (Areas 1 and 2) which were proposed to be <br />disturbed during the construction of the loadout facilities area. <br />Over the years the exact location of proposed Area 1 has been lost, however it is believed to <br />be associated with the proposed Haulroad HGLF -HR2 (which was never constructed) and the <br />proposed intersection with the Tie - Across Haul Road. Therefore the area was never <br />disturbed. <br />Area 2 is located downgradient of the intersection with HGLF -HR1 and the Tie - Across Haul <br />Road. Runoff from this area does not drain to either the Truck Loop Pond or the Rail Loop <br />Pond. In order to demonstrate that the areas met the intention of Rule 4.05.2(3), SEDCAD+ <br />analyses were conducted on both revegetated sections. HGLF -HRI has been reclaimed <br />(regraded, topsoiled and seeded) and has received Phase I bond release. Following the <br />reclamation, wattles were installed to eliminate the potential of sediment entering Area 2. <br />The SEDCAD+ analyses and all associated inputs are presented in Appendix 12 -2, Small <br />Area Exemption Demonstration. As shown in the analysis, due to the successful revegetation <br />efforts, there is no runoff from the site. Given the results, HGTI requested and received <br />CDRMS approval to permit this area as a small area exemption. <br />HG Shallow Well No.l and Water Pipeline: A water - supply well and associated pipeline <br />were installed in the 1979/1980 timeframe as part of the original loadout facilities <br />construction activities by the previous owner /operator /permittee. Following installation, the <br />disturbed ground was revegetated. <br />The estimated extent of the disturbed area was 0.34 acres for the well and pipeline corridor <br />from the well to the rail spur corridor in the E% of Section 10 and 1.03 acres for the pipeline <br />corridor that extended southward from Routt County Road 37 to the rail loop corridor in the <br />E%2 of Section 15. <br />Due to the shallow slopes, existing and well established vegetative cover, and small drainage <br />area the disturbance associated with the water - supply well and water pipeline do not <br />experience significant soil loss through erosion. To satisfy the intention of Rule 4.05.2(3), <br />SEDCAD4 evaluations were completed to demonstrate that the revegetated areas do not <br />generate peak settleable solid concentrations in excess of the water quality effluent standard <br />of 0.5 ml/l. The SEDCAD4 evaluations are presented in Appendix 12 -2, Small Area <br />Exemption Demonstrations. Based on the results, the HG Shallow Well No.I and associated <br />pipeline corridor were permitted as small area exemptions. <br />TR -10 5 Revised 02/13 <br />
