HG Shallow Well No.I and associated pipeline corridor were abandoned in November 2011.
A copy of the Well Abandonment Report is in Tab 7, Appendix 7 -4.
Diversion Ditches
A number of runoff collection ditches were constructed inside the facilities area during the
initial construction in 1979/1980. These ditches routed surface runoff to one of the sediment
ponds or away from the disturbed area. During the permit transfer process from H -G Coal
Company to HGTI, HGTI and CDRMS agreed that the existing hydrologic structures
required designs, but that requirement would only be applicable to the drainage ditches and
culverts in the facilities area. In order to demonstrate that the drainage ditches meet the
intentions of Rule 4.05.3, SEDCAD+ analyses were conducted on the diversion ditches.
Appendix 12 -4, Diversion Ditch and Culvert Design, presents design demonstrations for the
facilities area drainage ditches. The ditch designs are summarized on Table 12 -1, Facilities
Area Diversion Ditches. A number of the ditches were removed during the reclamation
efforts at the facilities area; this is also indicated on Table 12 -1. Exhibit 12 -2, Surface Water
Control Map, shows the locations of the remaining ditches following the regrading of the
facilities area.
Existing culverts within the facilities area are shown on Exhibit 12 -2, Surface Water Control
Map, while rail spur, rail loop, and Tie - Across Haul Road culverts are shown on Exhibit 12-
1, Hayden Gulch, Tie - Across Haulroad Facilities. Culvert design demonstrations are
presented in Appendix 12 -4, Culvert and Ditch Design, and in Appendix 12 -5, Tie - across
Haul Road Construction Summary. Tables 12 -2, Hayden Gulch Loadout Culverts, and Table
12 -2A, Summary of Culvert Design Characteristics for the Tie - Across Haul Road, contain
culvert summaries for HGT.
Transportation Facilities
Haulage Roads: Haul Road HGLF -HR1 starts at the southwest corner of the permit area (at
the junction with Routt County Road 53) and proceeds approximately 2,590 feet eastward to
the facilities entrance gate (no longer a functional road past the entrance gate). Immediately
east of the facilities entrance gate HGLF -HRI transitions to the Tie - Across Haul Road. See
Exhibit 12 -5A, Haulroad HGLF -HR1 Plan and Profile. Please refer to Exhibits 12 -1 and 12-
2 for the current locations of roads inside the facilities area.
Haul road HGLF -HR1 was constructed by the previous owner /operator /permittee, H -G Coal
Company. A certification statement prepared by H -G Coal Company in 1986 certifies that
HGLF -HR1 was constructed in accordance with CMLRD (now CDRMS) regulations. A
copy of the certification statement is presented in Appendix 12 -5, Haul Road Certification.
Figure 12 -1, Typical Section for Haul Roads, showing the typical design cross - section
utilized when the Loadout was constructed was originally included in the H -G Coal
Company permit package (Permit C -80 -003; Volume II, Exhibit J) and pertains to HGLF-
HRl .
The Tie - Across Haul Road (TAHR) was designed and constructed during 1989 in
preparation for coal haulage in 1990 from the Seneca II -W Mine to the Hayden Station
TR -10 6 Revised 04/13
