6.4.5 Exhibit E: Reclamation Plan
Item 11: SSQ commits to submitting a technical revision to address the specifics
required for wetland or upland seed mix and reservoir bank vegetation for final
reclamation after completion of interim reclamation.
Item 12: Prior to mining, bond will be posted for interim reclamation (Table 1). For
Parcels 1, 2, 3 and 5, upon completion of mining, seeding and mulching,
notification will be made to the Division and SSQ that the parcels are ready for
final reclamation bond. For Parcels 4 and Phase III, upon completion of mining
and constructing slopes to 3H:1 V, the Division and SSQ will be notified the
parcels are ready for final reclamation. Parcel 6 is an overburden stockpile area
that will not be mined. Upon compaction and seeding, the Division will be notified
the parcel is ready for final reclamation. Soon after notification, SSQ will provide
bonding for final reclamation. The time table for the project is driven by
economic demand for construction material and CPW timeline.
Item 13: Regarding reclamation of Parcel 4 and Phase III, slopes will be constructed no
steeper than 3H:1V. Upon completion of slope construction, SSQ and the
Division will be notified with SSQ posting final reclamation bond soon thereafter.
In the event it is anticipated liner construction will be delayed for more than one
year, slopes will be vegetated and mulched in a similar fashion to Parcels 1, 2, 3
and 5.
Item 14: SSQ commits to submitting a technical revision application to address the
specifics required for lined water storage as final reclamation prior to completion
of interim reclamation.

Item 15: Parcel acreage noted on the map is consistent with Table 1 and Exhibit C.
