17c: The project operates under Colorado Department of Public Health and
Environment, Water Quality Control Division; CDPS permit COR341468
Stormwater Discharges Associated with Sand & Gravel Mining and Processing.
The required Stormwater Management Plan includes surface water and runoff
management control structures that divert surface water into dewatering
trenches. Perimeter berms prevent surface flow from leaving the site and divert
the flow to the stormwater trenches or recharge areas. All processing
equipment, extraction equipment, stockpiles and other pollution sources operate
and are stored within the perimeter bermed area.
Mr. Bill Schenderlein of Blue Earth Solutions, LLC performed a hydrogeology
evaluation of the project and surrounding area. The radius of influence ranges
from 3,300 feet for activity in Phase I to 3,500 feet in Phase III. Because Phase
II is adjacent to the Arkansas River and south of lined structures in Phase I,
dewatering impacts will not extend beyond the permit boundary. Please refer to
the full report in Appendix A.

Item 20: Permitted wells within 600 feet of the permit boundary are provided in Table 3
and identified on Exhibit C.
Item 21: Fremont understands the Division will require mitigation of all impacts to
permitted wells within the radius of influence.
Item 22: Figure 7 of Blue Earth Solution's Hydrogeology report identifies proposed
monitoring well locations. Monthly water levels will be submitted with the annual
report.
6.4.12 Exhibit L: Reclamation Costs
Item 23: The estimated cost of interim reclamation of Parcels 1, 2, 3 and 4 is provided in
Table 4. SSQ commits to submitting a technical revision application to provide
details required for determination of final reclamation costs prior to completion of
interim reclamation.
