concerning the grazing on the reference area. The corrected dates are now shown in the narrative
& Exhibit 2012 -15.
DRMS Item 18. Exhibit 2012 -13 is labeled "2012 long term disturbance" however the
legend item is labeled "long term disturbance EOY2011 108.3ac': Please verify that the areas
shown in the exhibit are for the correct year. Furthermore, the ARR form indicates 89.8 of
long term mining. Please indicate which figure is correct and evaluate for consistency in the
future.
WFC Response: Exhibit 2012 -13 labeling has been changed to properly reflect the 2012
long term disturbance. The revised ARR form has been updated to reflect the correct acreage
110.9 acres.
DBMS Item 19. Total active mine area as depicted on Exhibit 2012 -12 and described in
the ARR is 174.7 acres. The active mining area on the ARR form is 164.75. Please indicate
which is correct and be consistent between the maps, narrative and form. (Comment 14)
WFC Response: Exhibit 2012 -12 and ARR were reviewed for the total active mine area.
The revised ARR form corrected these areas.
DRMS Item 20. A soil fertility testing report was not included in the ARR. Please
include a report or if a report was not generated, indicate this in the text. Based on exhibit
2012 -9, it appears that the reference area was treated (with fertilizer) the same as the
reclaimed area. Note that a brief discussion of revegetated land fertilizer rates was provided in
the ARR. In addition, some information on fertilizer application was provided in the
reclamation management tracking worksheet — miscellaneous. Exhibit 2012 -9 (fertilizer) was
examined. Based on this exhibit, it appears that fertilizer was applied to multiple parcels
totaling 272.9 ac on April 3 & 4 2012 at a rate indicated on the exhibit, Please add an item to
the legend in Exhibit 2012 -9 for areas where fertilizer was applied. Also, the acreage reported
on the April reclamation management racking worksheet — miscellaneous was 287 acres,
which does not agree with the 272.9 acres reported on exhibit 2012 -9. Also, the rate
calculations need to be corrected on Exhibit 2012 -9 from272.9ac * 401bs to 272.9ac * 431bs
and from 272.9ac * 1141bs to 272.9ac * 1171bs. Please provide a way to track where the data
in the ARR are coming form, i.e., which data go with which tracking worksheet and clarify
why these data do not match (assuming they come from tracking worksheets). (Comment 16)
WFC Response: WFC did not perform soil fertility testing, nor is it required for irrigated
pasture land. The revised ARR specifically explains that soil fertility testing is not required for
irrigated pasture land. The issue of conflicting acreages between Exhibit 2012 -9, ARR text, and
the farm reports has been addressed in the revised ARR. The farm report error is likely due to
the field size being estimated by the farm contractor. Exhibit 2012 -9 showed incorrect fertilizer
application rates. The exhibit has been updated and a notation in the legend has been added.
