DRMS Item 21. Please add an item to the legend in Exhibit 2012 -11 for pasture areas. <br />The ARR text states that the weighted average for I cutting production from the NH2 area was <br />1,472lbs /ac — this disagrees with the number in exhibit 2012 -11 (1,562lbs/ac). It does not <br />appear from Exhibit 2012 -11 or the ARR report that a 2 "d cutting occurred, however, the <br />reclamation management tracking worksheet — irrigation for August 2012 indicates that a <br />second cutting occurred between 8112112 and 9115112 when the irrigation was shut off. Also, <br />in the comments section on the worksheet, it appear that only "some" 2nd cutting data were <br />collected. Please provide these data if collected. Also, please provide consistent data between <br />the ARR text, exhibits, and worksheets. (Comment 17) <br />WFC Response: Exhibit 2012 -11 now contains an updated legend. The weighted average <br />for first cutting is 1,472lbs /ac. The number shown in Exhibit 2012 -11 was the overall average <br />(1,5621bs /ac). The exhibit was corrected to show the "weighted average" of 1,472lbs /ac. The <br />second cutting data that is identified by DRMS is as noted, "...for man hours and equipment ". <br />This is due to a farm contract obligation unrelated to the ARR or crop production records. WFC <br />kept records of first and second cuttings. A brief summary is now included in the revised ARR <br />text. <br />DRMS Item 22. The soil test results are illegible and unclear in Attachment 2012-A. <br />Please provide legible copies of all soil and spoil testing in Attachment 2012-A. Please verify <br />that all soil sample results correspond to the correct samples. (Comments 21, 22) <br />WFC Response: A legible copy is provided in Attachment 2012 -A. The SS spoil sample <br />zone was changed to Zone 4 from Zone 3. <br />DRMS Item 23. Exhibit 2012 -6 was reviewed showing the different soil zones and <br />required soil depths for each zone and compared to Permit Map 2.05.4 -4 (Postmining Topsoil <br />Replacement). Map 2.05.4 -4 indicates that liftA in zone 4 should be 25" average thickness — <br />this disagrees with Exhibit 2012 -6 which indicates that lift A in zone 4 is 24" average <br />thickness. The combined thickness also disagrees (58" vs. 57 "). Map2.05.4 -4 indicates that <br />Bench 1 subsoil in zone 8 should be 18 "+ thickness. Please review and if necessary where <br />there is a slight variation between the approved depth and the depth replaced, provide an <br />explanation in the ARR narrative. <br />WFC Response: It states in 2.05.4(2)(d) that "Zone 4 is a 54.33 acre field that will receive <br />24 inches of Lift A Topsoil along with 33 inches of Lift B Topsoil. Total combined topsoil <br />thickness will be 58 inches ". The total thickness should be 57" as noted in Item #12 above. <br />Zone 8 on Exhibit 2012 -6 requires 18 inch of Bench 1 or suitable subsoil, in accordance with <br />Section 2.05.4(2)(d) (12.1.2 WFC Prime Farmland). Map 2.05.4 -4 of the permit identifies the <br />Bench 1 replacement as 10 -24 inches. This map will be corrected with a future Permit revision <br />to be consistent with 2.05.4(2)(d) text. <br />Page 6 of 6 <br />
