October 23,2013 C-1981-041/Roadside Portals MPB
certain portions of this ditch. We noted that rip-rap size was hard to confirm due to excessive sediment deposition.
SCC did clean a significant amount of the sediment that accumulated during the heavy rainfall and storms that
passed through the area prior to the September inspection depositing much of the sediment in the main channel.
Sediment that accumulated in the channel was used to build up the ditch berms on both sides of the channel. The
berms are void of vegetation and need to be seeded. It doesn't appear that the rip-rap had been repaired at the time
of bond release inspection. See Photograph No's 2 and 3 which show the main permanent diversion channel at
the North Decline.
North Decline-Pond 7(2.6 acres)
The location of reclaimed Pond 7 (Photograph No.4)is stable with no significant erosion occurring;however, the
vegetation is sparse and there is a substantial amount of halogeton present.
2 West Portals (1.0 acres)
There is some minor rills forming at 2 West Portals(south)location where the silt fence had been removed and
there is very little to no vegetation at 2 West Portals (north)location(see Photograph No's 5 and 6).
Diversion Ditches located at North Portal(1.4 acres)
Berms have no vegetation(see Photograph No. 7)
North Portal Mine Facilities Stockpile Area (21.1 acres)
As described previously in this report,North Portal drainage Ditches D-D6, 7, and 8 were approved with PR-5 in
July,2012. These were constructed and seeded October 2012. They convey a small portion of the East diversion
Ditch 2 runoff to a low-lying area in the southeast corner of the North Portal adjacent to The Highline Canal. This
design was requested by both the Bureau of Reclamation who oversees the Highline and the Grand Valley Water
Users Association who actually maintains the canal. This flow use to be directed into the canal via a 36 inch
flume at the end of the East Diversion. The flume was removed and disposed of in 2012 during construction of the
ditches. As seen in the attached Photograph No. 8,what appears to be evidence of sheet flow and ponding of
water has been occurring below the outfall of Ditch D-D8. There is also some sedimentation occurring along the
edge of and adjacent to the Highline Canal where Grand Valley Water users Association has apparently placed
straw wattles in an attempt to prevent the sediment from entering the canal. The area affected is estimated to be
less than 1 acre.
South Fan (0.9 acres)
During the inspection we noted the size of the South Fan reclaimed area(Photograph No. 9). We had a discussion
in the field that it seemed larger than 0.9 acres. SCC will need to confirm the size of the South Fan reclaimed area
of 0.9 acres.
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 2
Page 5 of 18
