October 23,2013 C-1981-041/Roadside Portals MPB <br /> and graded and reseeded in October 2012. The G Substation located at the North Portal consisted of.5 acres and <br /> was backfilled and graded and seeded in September 2008. <br /> Sedimentation Ponds 6, 10,(11 and CBA 2)and(13 and CBA 1),were reclaimed and backfilled to the approved <br /> design configurations given in the PAP. This was completed in October 2012. Pond 8 was backfilled and <br /> reclaimed in October 2011and Pond 9 was reclaimed in April 2013. All of these ponds and CBA sumps are being <br /> requested for Phase I release only. Pond 7 was reclaimed and seeded in October 2011. This is the only pond that <br /> is being requested for full Phase I,II, and III bond release. All ponds were backfilled and graded according to the <br /> approved final configurations as detailed in the PAP. As-Built Profiles for these ponds and associated ditches are <br /> given in Tab 7 of the bond release application. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Ground conditions were dry at the time of the inspection. All sediment ponds have been reclaimed at the Roadside <br /> Portals Mine. There will be no permanent impoundments remaining at the site. The acreages requested for Phase <br /> I release for Ponds 6 through 10, 11,and 13 are shown on Attachment 2. SCC is requesting that 2.6 acres at the <br /> location of former Pond 7 be fully bond released. All of the reclaimed pond sites are stable with no signs of <br /> erosion or other instability related issues. SCC submitted total suspended solids demonstrations for each pond site <br /> prior to reclamation. These were approved with TR-61 and PR-5 and are contained in the PAP in Appendices 14- <br /> 12 and 14-13. Grass filter designs are presented in Appendix 14-6 demonstrating that silt fences that had once <br /> been located at the South Fan Area,2 West Portals Area, B Substation and the North Decline Dewatering Area are <br /> no longer required. An inclinometer was used to field check gradients at several major drainage channels. <br /> Measurements taken were consistent with the As-Built Ditch Profiles submitted with the SL-8 application. <br /> The CRDA-1, CRDA-2, and RSRDA waste piles were inspected. Drainage and diversion ditches were stable at <br /> the CRDA-1 and CRDA-2 sites.The RSRDA at the South Portal area was in very good condition with no erosion <br /> or instability noted. Terrace drains and perimeter ditches are well vegetated and functional at all three refuse pile <br /> locations. Photograph No. 1 shows one of the upper terrace drains on CRDA-2. Some of the terrace drains have <br /> accumulated some sediment over time but they all remain functional with adequate freeboard. No problems were <br /> identified at any of the refuse disposal sites during this inspection. <br /> The OSM and DRMS noted several isolated areas that will require maintenance and repair as described below. <br /> Based on further evaluation and our forthcoming Proposed Decision and Findings of Compliance for SL-8 bond <br /> release some of these specific locations may be excluded from full Phase II, III bond release. <br /> North Decline- Sump and Diversion Ditch(18.2 acres) <br /> DRMS stated in the September 2013 inspection report that SCC agreed to remove sediment and repair rip rap in <br /> the main permanent diversion ditch that flows to the north towards the highway. Designs call for 12"rip rap in <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 4 of 18 <br />
