October 23,2013 C-1981-041/Roadside Portals MPB <br /> Roadside Borrow Area <br /> One of the drainages in the Roadside Borrow Area had damage apparently due to due to heavy runoff. The riprap <br /> was washed out and the liner was exposed in one portion of the ditch (see Photograph No. 10). SCC has already <br /> made the necessary repairs to this ditch. <br /> OTHER(Exploration Drill Holes) <br /> The South Lease Exploration area(Item#1 on Attachment 2)is located entirely on BLM land and consists of ten <br /> exploration drill holes. The disturbance associated with the drill holes includes drill pads and access roads. The <br /> drill hole sites are shown on Bond Release Exhibit SL-08 and are identified as PCC-01 through PCC-10. SCC has <br /> submitted a 1985 drill hole abandonment report to the DRMS in accordance with Rule 4.07.3 and this is available <br /> for review on our website.4.0 acres of drill pads& access roads to drill holes PCC-04 through PCC-10 were <br /> reclaimed and seeded in the fall of 1985. 3.0 acres of drill pads&access roads to drill holes PCC-01 through <br /> PCC-03 and the access road from Colorado Ute power line to PCC-09 turnoff were reclaimed and seeded in the <br /> spring of 1986. Phase I bond release on these acres was approved in August 2003 with SL-2. <br /> Access to these sites is very difficult and due to the recent storms through the area the roads were heavily rutted <br /> and Cottonwood Creek was deemed impassable at the time of the bond release inspection. Only three of the ten <br /> drill hole exploration sites were accessible. These included PCC-04,PCC-05, and PCC-01. Photographs of the <br /> PCC-04 and PCC-01 reclaimed drill pads are shown In Photograph No's 11 and 12. The access road to PCC-05 is <br /> shown in Photo No. 13. The reclamation looked very good at each of these three locations that were accessible <br /> and no problems were noted. The DRMS will exclude the exploration sites PCC-02,PCC-03, and PCC-06, <br /> through PCC-10 from this bond release and will make an attempt when weather permits to access these locations. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Three refuse piles Coal Refuse Disposal Area 1 (CRDA-1), Coal Refuse Disposal Area 2(CRDA-2) and Roadside <br /> South Refuse Disposal Area(RSRDA)were constructed over the life of the mining operation. Significant backfill <br /> and grading was involved with the construction of the three refuse piles. Phase I bond release was given for <br /> CRDA-1,CRDA-2, and RSRDA in 2003 with SL-2. SCC has requested full Phase II and III bond release for <br /> these three refuse piles. Each of the three refuse piles is shown in attached Photographs 14, 15,and 16. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5)and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> SCC has several permanent roads that have been approved in Appendix A 14-5. These roads as described below <br /> are being requested for full Phase I,II, and III bond release.
