around the berm, clearing the berm from the channel, or placing a culvert to allow flow directly <br />through the channel. Placing a culvert would require a Technical Revision application. Minor <br />tree debris is also beginning to accumulate in the channel and should be monitored or removed <br />before it becomes a problem. <br />Diversions 5 -D3 and 5 -D9 are well vegetated with herbaceous species (primarily grasses) and in <br />good condition. <br />The following culverts were checked for sediment accumulations: <br />Culvert 28 is approximately 3/ full of sediment on north end (please clean out) <br />Culvert 30 has minor sediment accumulation (monitor) <br />Culvert 31 is clear <br />Culvert 34 is blocked (please clean out) <br />Culvert 35 is approximately'/ full of sediment (monitor or clean out soon) <br />Culvert 48 is 'h full of sediment (please clean out) <br />Culvert 49 is clear <br />Culvert 57 has minor sediment accumulation <br />Culvert 63 the east side is blocked (please clean out) <br />Discharge culverts from Pond 5 -P3 one is clear, the other is blocked (please clean out) <br />All ponds were dry at the time of inspection (none were discharging). All embankments <br />appeared stable and would function as designed. The following ponds were inspected: 5 -P2, 5- <br />P3, 5 -P5, 5 -P6, 5 -P7, HR -Pla, HR -Plb, 9- P1(minor erosion noted in embankment, please <br />monitor), 9 -P2, 9 -P3, 9 -P4 (minor animal burrows noted in embankments, see photo 13931), 9- <br />P6, 9 -P7, 9 -P8 (animal burrows noted in embankment), SH -P1, SH -P2, 9A -P1, 9A -P2, 9A -P3 <br />(large sage in discharge flow path should be removed), and 9A -P4. Rocks are accumulating in <br />the #5D (Mine 5 dewatering, outfall 003) discharge flume. Although water is no longer being <br />pumped from Mine 5, this outlet flume should be maintained to allow flow as designed. <br />Topsoil (Rule 4.06): Topsoil in this region is generally thin and poorly developed. Portions of the <br />mine site were disturbed prior to the enactment of the Surface Mining Control and Reclamation <br />Act, so topsoil was not salvaged in those areas. Topsoil has been salvaged and stockpiled for all <br />disturbances since the mine was permitted under the regulatory program. All observed topsoil <br />stockpiles were stable and vegetated. <br />Signs and Markers (Rule 4.02): The newly - replaced mine identification signs at the entrances <br />from State Highway 13 are intact and contain all necessary information in accordance with <br />4.02.2. However, the DRMS permit number is printed as C- 081 -044, which is slightly incorrect <br />(see photo 13932). DRMS permit numbers are regularly truncated from the full "C -1981 -044" to <br />a shorter "C -81- 044." Addition of the zero in "C- 081 -044" may confuse an interested party <br />when searching for permit information online. This is not an egregious error, but should be <br />remedied. Because the signs are new and expensive, we discussed the possibility of fixing the <br />permit number with a high quality sticker rather than replacing the entire sign. <br />2 <br />
