Mr. Michael Cunningham 14 <br />CDRMS <br />November 26, 2013 <br />Response: <br />Reclamation seed will be drilled at a rate of 9.45 pis Ibs /acre as recommended by <br />Arkansas Valley Seed. Should broadcast seeding methods be used instead, the seed <br />application will be twice or 18.9 pis Ibs /acre. <br />24. The Reclamation Plan calls for conducting geochemical characterization of the tailings <br />prior to placement of the topsoil cap. Please specify the geochemical analyses the <br />Operator intends to conduct. <br />Response: <br />Response is provided in a separate memo to the Division. <br />25. As required by Rule 6.3.4(2), please provide a detailed estimate of the cost to reclaim <br />the site. The estimate should include the following information: <br />a) A list of all structures with specifications for dimensions and construction <br />materials, including foundation thickness. <br />b) A plan for sealing all monitoring wells and the associated costs. <br />c) Costs associated with removing stormwater BMP's. <br />d) Costs associated with dismantling and disposal of mill equipment. The costs <br />should be for disposal at an approved off -site facility. <br />e) Costs associated with the removal and disposal of all utility infrastructures. <br />t7 Operating costs associated with disposal of all reagents, assuming that the <br />maximum volume of each chemical will be on site. <br />g) Cost associated with milling the maximum volume of ore to be stored at any <br />given time. <br />Response: <br />UMC proposes to reclaim the site for its zoned use, Industrial Mining. As such the <br />access road, mill building (structure only), power and sewer lines, firewater system, and <br />stormwater BMPs currently on site will not be reclaimed as they will be required for <br />future facility use. UMC has updated its reclamation cost estimate, shown as Appendix <br />5 -1 in the Application document and as Attachment 6 in this letter to reflect this plan. <br />It is planned that; <br />• Task 1 — Reclaim Tailings Storage Facility. (±18,000). Exposed tailings will be <br />covered with embankment material, embankment will be graded, and the <br />surface will be covered with topsoil and suitable plant growth material, and <br />seeded. <br />
