A <br />plan view and cross - section of the reclaimed TSF are shown in Figures 6 -3 and 6 -4, <br />respectively. These figures are provided in this document as Attachments 4 & 5. <br />20. The Applicant has proposed applying straw mulch at a rate of 1 ton per acre. The <br />Division and the NRCS recommend applying mulch at a rate of 2 tons per acre. Please <br />respond. <br />Response: <br />UMC commits to applying mulch at a rate of 2 tons per acre. Bullet No. 11 in Section 5.4 <br />will be changed accordingly. <br />21. The Applicant has proposed installing stormwater BMP's following reclamation in order <br />to convey water around and through the site. Please describe any ditches, swa /es or <br />sediment control facilities to be used to control stormwater. <br />Response: <br />Please see discussion in Question 12. Also sketches of Typical BMP Details are shown <br />in Attachment 7. <br />22. The Reclamation Plan states the stored topsoil will provide less than 1 inch of topsoil <br />over existing disturbed areas. Please note that topsoil must be salvaged from any areas <br />which are not currently disturbed, but will be disturbed in the future. See additional <br />comments under Exhibit C, No. 11 and revise the amount of topsoil to be replaced <br />accordingly. <br />Response: <br />Reclaimed areas will be covered with approximately 4in of topsoil and suitable plant <br />growth material which was recovered and stored during TSF embankment construction. <br />Volumetric estimates show there is sufficient material stored on site to address <br />reclamation requirements, so no salvaging of areas will be required. <br />The facilities described in Exhibit C No. 11 are not part of the current milling plans and <br />have been removed from the application. These facilities will be addressed in a future <br />Technical Revision (or Amendment) in the future, as required. <br />Text in the Reclamation Plan will be revised accordingly. <br />23. The Reclamation Plan states that 5O1bs of seed will be applied to the site. This seeding <br />rate far exceeds what the NRCS has recommended. Also, the seeding rate specified by <br />the NRCS is for broadcast seeding. Therefore, the rate should be reduced by half for drill <br />seeding. Please commit to using the seeding rate recommended by the NRCS. <br />
