9. The Mining Plan states that topsoil stockpiles will be seeded if needed. Please commit to seeding topsoil <br />stockpiles if they remain in place for longer than a single growing season. <br />Lincoln County Road and Bridge will seed topsoil piles that remain in place for longer than 1 growing season. <br />10. The Mining Plan states the grade of the pit walls will be slightly steeper than 4H:1 V during mining <br />operations. During previous inspections, the Division has observed near vertical pit walls. Assuming that the <br />active mine face will be near vertical and will progress towards the east with an approximate maximum height <br />of 25 ft, what is the eastern limit of mining or the point at which mining must stop in order to reduce the high <br />wall to 4H: 1 V or flatter? Please illustrate the mining limit on the Mining Plan Map. <br />Please note the extent of the proposed mining. I intentionally made the pit borders well in excess of the <br />proposed mining area to accommodate the grading required to achieve the 4H;1 V slope. <br />11. The Applicant has stated that when a phase of mining is complete, the Operator will reclaim that phase and <br />then proceed to mine the next phase. Please clarify if a phase will be fully reclaimed, including the <br />establishment of vegetation, prior to mining a subsequent phase. <br />We have eliminated phasing. <br />6.4.4 Exhibit E - Reclamation Plan <br />12. The Reclamation Plan states that reclamation will begin in the required seeding season. Please describe how <br />this corresponds to the phased Mining Plan. How does the Operator intend to reclaim a phase when mining is <br />completed outside of the required seeding season (November 1 st to May 15th)? <br />We have eliminated phasing. Reclamation will be concurrent with mining. Seeding will take place within the <br />seeding season. <br />13. Please clarify if the reclamation timetable provided in the Reclamation Plan is for reclaiming a single phase <br />or reclaiming the entire site. <br />We have eliminated phasing. <br />14. The Reclamation Plan states reclamation will begin when the County decides that the gravel deposit is <br />depleted. In addition, the Reclamation Plan states that reclamation will be completed within one year. These <br />statements do not correspond to a phased Mining and Reclamation Plan. Please revise these statements <br />accordingly. <br />We have eliminated phasing. <br />15. Per the NRCS recommendations, please commit to providing the Division with the soil test results prior to <br />applying fertilizer. The Division will require a separate soil test for each soil unit that is present at the site. <br />Lincoln County will provide soil tests to DRMS prior to any fertilizer application. <br />16. The Operator will mine through several natural drainage channels which route water from the upland areas <br />north of the mine site to the southern lowland areas. The Reclamation Plan does not discuss whether the <br />drainage channels will be maintained or reconstructed during reclamation. If the drainage features are not <br />reconstructed during reclamation, there is the potential for substantial erosion when stormwater flows over the <br />reclaimed areas. Please describe how the drainage channels will be maintained or reconstructed during <br />reclamation. <br />
