Liberty Mining, LLC <br />DRMS 110 -d Permit Application <br />October 2013 <br />a fugitive dust control agent and other mining related tasks. It is anticipated that the mine <br />operations will require less than 1,000 gallons of water per week. Potable water will be <br />supplied in individual containers for human consumption. <br />C (1.i) Groundwater and Surface Water Management <br />Based on drilling data from the eleven exploration boreholes and two groundwater monitoring <br />wells; no groundwater has been encountered to a maximum depth of five hundred and eighty <br />feet below ground surface. The uranium and vanadium ore producing zone will have little or no <br />water with the exception of surface water that has the potential to enter the mining zone from <br />above through existing bore holes, fractured bedrock, and infiltration through the overlying <br />alluvium. The negligible amount of water which may enter the underground mining area will be <br />used to support underground mining operations. <br />In the event excessive groundwater is encountered in the underground workings; the water will <br />be treated and discharged in accordance with state and federal water quality standards. <br />Operators of the Liberty Mine understand the importance of stormwater protection in uranium <br />mining. The goal of the Liberty Mine stormwater management plan is to capture all on site <br />water and divert all off site water so that there is little or no contact with mined materials. To <br />prevent off site migration of impacted stormwater, all surface water on the mining operations <br />pad will be captured on site. The design of the stormwater structures is intended to prevent and <br />reduce transport of potential contaminants off of the mine site. Stormwater detention ponds, <br />channels and culverts will be constructed to ensure that all run -on surface water will either be <br />contained or diverted away from potential pollutants on the mine site. On -site surface water will <br />be captured and used in the underground mining operations or will be evaporated in the <br />detention ponds. Specifically, stormwater would be captured with four detention ponds and one <br />ore storage pad sump pond. Stormwater will be controlled with diversion berms in the vicinity of <br />the waste rock pile. The detention ponds will be surrounded with fencing to prevent animal <br />contact. Captured water will be allowed to evaporate or will be pumped into the underground <br />workings to support mining operations. Detailed stormwater management information can be <br />found in Exhibit U (4.a.i). <br />C (1.j) Colorado Water Law Compliance <br />Pursuant to Colorado Water Law, required Water Well Permits have been filed Colorado <br />Division of Water Resources (CDWR). Two groundwater monitoring wells and/or piezometers <br />have been permitted, constructed and monitored. These wells will be abandoned following <br />requirements of the CDWR after the life of the mine. If groundwater is encountered in the <br />underground mine workings, a conditional water rights permit will be obtained from CDWR and <br />submitted to DRMS within 30 days of receipt. If groundwater or surface water is to be treated <br />and discharged, a Colorado Discharge Permit will be obtained and submitted to DRMS within 30 <br />days of receipt.
