The magazines will then be placed in the underground mine
workings.
C (ff- -g) Surface Disturbances
The Liberty Mine will be located largely within the existing footprint of the previously disturbed
and previously reclaimed South October and Nielsen mine sites. The total surface disturbance
will be less than 10 acres; as summarized in Table C (1.f). The Mining Operation Map
illustrates the planned surface disturbances. Access to the underground mineral deposits will
be gained through the existing portal and decline and eventually a secondary portal.
The concrete ore storage pad will be constructed near the center of the existing mine operation
pad with a footprint of 33 feet by 45 feet. The ore storage pad will feature 3 foot tall containment
walls on three sides. One side will feature a drive over berm to allow access by a wheeled front
end loader. The ore storage pad will be used to stockpile mined uranium and vanadium ore
until sufficient tonnage has accumulated for transport, typically a minimum of one truckload.
From the ore storage pad marketable ore will be loaded into highway trucks for transport to the
mill for processing. The ore storage pad will be constructed of rebar reinforced concrete with
angle iron anchors bolted at the corners of the entry and back corners. The concrete structure
will be built on a compacted subgrade with a 1 % slope. A channel drain will span the width of
the ore storage pad and penetrate the concrete containment wall to allow captured stormwater
to drain into an adjacent containment sump pond through a pipe with a downspout. The ore
storage pad design is depicted in the Liberty Mine Improvement Plan, Sheet G9.
The ore storage pad sump pond will consist of an over - excavated foundation layer and a
minimum of one foot of groomed soil overlain by a synthetic liner. The liner will be high density
polyethylene with a minimum thickness of 60 millimeters or material of similar properties and
Liberty Mining, LLC Moab, Utah SMA Ref. 582180,' Page 19
