Liberty Mining, LLC <br />DRMS 110 -d Permit Application <br />October 2013 <br />C (1.k) Toxic Materials <br />Uranium, vanadium and related minerals are the only materials with potential toxicities <br />anticipated to be encountered during mining operations. During mining, uranium and vanadium <br />ore will be stockpiled in the smallest quantities possible while awaiting transportation to the mill <br />for processing. Uranium and vanadium ore will be transported to the mill by highway approved <br />hauling trucks. Trucks and equipment will be checked for radiation levels prior to leaving the <br />mine site. If elevated gamma readings are found, the ore truck or equipment will be cleaned <br />using a power washer or other method to meet radiation standards. In the event of an offsite <br />spill, the State of Colorado and all required or interested parties will be notified immediately. At <br />mine reclamation, the sub- market -grade ore and related minerals will be placed in the <br />underground workings. All non - hazardous refuse (paper, cardboard, wood, etcetera), <br />generated on -site will be placed in roll -off dumpsters for transport and disposal at a local landfill, <br />in accordance with solid waste regulations. Any potentially hazardous material encountered <br />during mining operations will be properly stored until it can be properly evaluated and disposed <br />of at a proper disposal facility. <br />Any scrap metal, batteries, tires, used oil, and antifreeze will be containerized and transported <br />off -site for recycling. Storage of these materials on site will be kept to the minimum possible <br />quantities. If a parts washer becomes necessary, it will be self- contained and the solvent would <br />be recycled. No waste or refuse will be buried or disposed of onsite. All outdoor waste <br />containers will be either fenced or bear - proof. <br />Adequate stormwater protection measures will be engineered and implemented to prevent <br />surface water transportation of contaminants. All materials with toxic or acidic properties <br />incidentally discovered or disturbed during mining activities shall be handled in accordance with <br />federal and state laws and regulations. <br />C (1.1) Hydrologic Balance <br />Stormwater run -on to the operation pad will be prevented through diversion with the <br />construction of berms, channels and culverts. Stormwater will be diverted and collected along <br />the access road to prevent run -on to the mining operations pad. A total of six inlet boxes with <br />connective drainage channels will be placed on the up gradient side of the access road to <br />collect stormwater for conveyance below the road through culverts. Six culverts will be placed <br />beneath the access road at collection points. The outlets of the culverts will have rip rap plunge <br />pads and radius rock check dams to disperse and slow the flow of effluent water. Stormwater <br />wattles will be placed along the down gradient side of the access road to capture silt and <br />sediment. The water control features are designed to withstand a 100 year; 24 hour storm <br />event. <br />A waste rock and overburden stockpile is to be constructed north of the existing mine operations <br />pad. The stockpile pad will feature a catchment channel, on the up gradient side, to collect run - <br />on water and divert it under the stockpile through culverts. The stockpile pad is designed to be <br />constructed in 50 foot sections as needed to accommodate the growing stockpile.
