that the current road (15') is more than adequate for he County's needs. He added <br />that the land owner might do some maintaining should he feel that the road needs <br />improvement, but has not done this in the past. As for the County, the road will be <br />left as is. <br />5. The Applicant has stated that Lincoln County will construct a haul road into the <br />pit. Please clarify if this is in addition to the existing haul road. If this is a new haul <br />road, then it must be depicted on the Mining Plan Map. <br />The existing haul road will be used. No further road construction will be needed. <br />6.3.4 Exhibit D — Reclamation Plan <br />6. The Applicant has stated that the NRCS recommended seed mixture will only be <br />used on the portion of the pit that will be returned to rangeland. Please identify the <br />area which will be returned to rangeland on the Reclamation Plan Map. In addition, <br />please note that upon final release of the site, the area which will be reclaimed to <br />general agriculture will need to be planted with crops in order to be released. If any <br />portion of that area is fallow, the Division will not consider the post- mining land <br />use to have been achieved. <br />The post mining use of rangeland was a mistake I didn't catch in my initial <br />application. I used some of the documents from the original application that, in <br />fact, were not correct. Mr. Collie (landowner) was originally never consulted on <br />the reclamation plans for the affected area. Rangeland would never have been <br />considered for post mining use. General agriculture (crop farming) is the <br />appropriate choice for the post mining use. Once the affected area is graded and <br />covered by adequate topsoil, the ground will be suitable for Mr. Collie to farm just <br />as he currently does with the adjacent land. This is the true intention of Mr. Collie <br />and the Lincoln County Road and Bridge Department. <br />7. The Applicant stated that NRCS recommendation for seeding, mulching and <br />fertilizing will be followed. The applicant did not attach the NRCS <br />recommendation to the permit application. Please submit a copy of the NRCS <br />recommendations or confirm that the NRCS recommendation submitted with the <br />original application will be followed. <br />The original plan called for reclamation to rangeland. Since that time I have <br />learned that the intent by the landowner is for General agriculture. He plans to farm <br />the affected area with the same crop he will plant in the adjacent field. So the <br />seeding of that ground will be at his discretion. There is a potential, however, that <br />
