Julia Keedy
RMCC Combined SWSP
October 21, 2013
Page 5of9
The consumptive use analysis for RMCC's 70 Fulton Ditch shares was described in
previous SWSP requests, with a claimed average consumptive use yield of 123.2 acre -feet per
year, based on 1.76 acre -feet per Fulton share using the analysis for South Adams County
Water and Sanitation District (SACWSD) case in 01 CW258. Specifically, the depletion and
return flow pattern is modeled on the average historical consumptive use and return flow
amount per Fulton Ditch share for the Grove /Kelly /Mann parcel described in the engineering
report for 01 CW258. RMCC's Fulton Ditch consumptive use credits (shown positive) and
depletions (return flows owed, shown as negative) are summarized below:
RMCC's Fulton Ditch Depletions (acre -feet)
Jan
Feb
Mar
Apr
May
June
July
Aug
Sep
Oct
Nov
Dec
-4.2
-4.2
-2.1
4.2
21.2
31.9
40.4
31.9
14.9
2.1
-6.4
-6.4
During the irrigation season, RMCC's Fulton Ditch deliveries are no greater than those
summarized above. During the non - irrigation season, RMCC provides the return flows to the
South Platte River in the monthly volumes shown in the table.
The Applicant's June 16, 2010 SWSP application describes the lands historically
irrigated by the Fulton Ditch shares
• 21 acres out of the 27 acre Kimmel Farm in the SE1 /4 of Section 8, T1 N, R66W. This is
based on 15 of the 20 shares formerly used to irrigate the farm.
• 65 acres in Section 12, T1 S, R67W, at the Bromley Farm historically irrigated by 39
shares. The farm lies within RMCC's Ergers Pit, which has an approved liner.
• 4.8 of 29 acres at the Arends Farm (Section 14, T1 S, R67W, which were irrigated by 5 of
30 shares now owned by RMCC. The dry up area is within the Cell 3 /Lot 1 area, which
has an approved liner.
• 12.1 of 49 acres at the Tower Farm (Section 23, T1 S, R67W), which were historically
irrigated by 11 shares owned by RMCC out of 45 total used on the farm. The dry up
area is within the North Tower Pit Site.
The SEO has accepted the HCU analysis based on SACWSD's previous change case
for the current SWSP period. However, any future SWSP requests must provide additional
information about the use of Fulton Ditch shares on the four farms, including years of
use and non -use, and a historical use analysis.
The City of Brighton will measure and deliver the 70 shares of Fulton Ditch water directly
to the river (via Brighton's Fulton Ditch augmentation stations) or to storage at Kenneth Mitchell
Lake, Erger Pond, or 124th Storage Pond. RMCC will measure and report any deliveries of its
shares to the river or storage via the Erger Fulton Lateral. RMCC will measure the delivery of
any shares to storage and also measure any release from storage to the South Platte River.
The City of Brighton will measure and report delivery of all augmentation supplies leased to
RMCC.
