September 23,2013 C-1981-035/King Coal Mine MLT <br /> • The King Coal Mine has received above-average amounts of precipitation during the 2013 <br /> monsoon season. Records are kept by Tom Bird, and he provided the following monthly <br /> totals: July - 3.86"; August- 4.75"; September- 6.47" (to date). <br /> • Selected events: Aug. 19 - 0.35" in 1 hour; Aug. 29 - 0.4" in 45 minutes; Aug. 30 - 1.1"; <br /> Sept. 9 - 1.1"; Sept. 22 - 1.1". <br /> Ki'n2 I <br /> • The West sedimentation pond was holding water,with a level well below that at which <br /> overflow to the East pond will occur (Photo 2). The dam and emergency spillway were in <br /> good condition, with no evidence of instability. <br /> • The East pond also held water. The emergency spillway was overgrown with weeds, mainly <br /> Kochia, which must be removed as soon as possible. The embankment appeared to be well <br /> vegetated and stable. <br /> • The King I sedimentation control system is illustrated on Map King I-007. It appeared that <br /> the system had functioned well with the recent storm events. The drop inlet at the junction of <br /> Reaches 3 and 7 was covered with about two inches of sediment,which Mr. Wymore cleared <br /> during the inspection. The other inlets were clear. <br /> • The final ditch Reach that drops into the West Pond from the south is deep, steep, and <br /> pinched between the hillside and the parking lot (Photo 3). It is therefore difficult to tell <br /> whether any recent erosion has occurred there, but the ditch appears to be functioning <br /> satisfactorily. <br /> Ki'n211 <br /> • The King 11 Sedimentation Control System is depicted on the Map King 11-007 series (A thru <br /> G). Design details are found in Appendix 11 of the permit. <br /> • We checked each of the manholes (drop inlets) and found them to be clear of sediment and <br /> debris. Each is protected by a ring of riprap, straw wattles, or both. Culvert inlets were also <br /> clear and protected. <br /> • The West Clearwater Diversion Ditch (WCDD)is lined with riprap from the outlet of the 24" <br /> black corrugated polyethylene pipe to culvert C3, which carries the flow beneath the haul <br /> road just downstream of the sediment pond. <br /> • The upstream segment of the WCDD has a steeper gradient, and appears to have handled the <br /> recent flows without incident (Photo 4). Once the ditch flattens out, the flow capacity may <br /> have been somewhat reduced by an accumulation of sediment (Photo 5). The cross section <br /> of the WCDD should be maintained to the dimensions shown in Detail 4 on Map King II- <br /> 007A to ensure that it continues to function as designed. <br /> • For the unlined portions of the WCDD (Ditches A and B), we could see that over the <br /> weekend, during the rain event, an employee had placed rock at numerous places along the <br /> ditch to function as check dams, slowing the velocity of the water. <br /> • Upper portions of the East Clearwater Diversion Ditch (ECDD)had been cleared of <br /> vegetation. The segment immediately east of the sediment pond was overgrown with large <br /> annual weeds, especially Kochia.
