Compliance With Mine Plan NA - Support Facilities Not On-site <br /> N - Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> A partial inspection of the King Coal Mine was conducted by me, Marcia Talvite of the Division, <br /> on Monday, September 23, 2013. Skies were clear and temperatures were mild. Wade Wymore <br /> was available to escort me throughout the inspection of the King I and King I Mines' surface <br /> facilities. <br /> La Plata County received a somewhat severe rain storm the day prior to the inspection, with hail <br /> reported in some areas. Due to the recent precipitation, the main focus of this inspecton was the <br /> system of ponds, culverts and ditches. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> • At the King I Coal Mine Waste Refuse Pile, a number of loads of Gob have been end- <br /> dumped along the uphill (north) side of the pile. <br /> • I observed no standing water on the surface of the pile, and it appeared that drainage was <br /> being directed to the collection ditch along the south side of the valley, as required. <br /> • Mr. Wymore said he planned to have a mini-excavator at the site the following week to <br /> accomplish various projects, including cutting a protective ditch/berm around the soil <br /> material stockpiled up the valley from the refuse pile. <br /> • Presently,no gob was being stored at the proposed waste pile site near the former tipple. <br /> Loose soil, rock and a little trash was tucked up against the toe of the former highwall (Photo <br /> 1). <br /> HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: I Page 2 of 8 <br />
