September 23,2013 C-1981-035/King Coal Mine MLT <br /> • The water level in the sediment pond was significantly higher than what has been observed <br /> on previous inspections, although still well below the level at which discharge will occur <br /> (Photo 6). The pond banks are well vegetated, and the dam appeared to be stable. <br /> • At the northeast corner of the pond, Culvert C7 discharges into a trapezoidal ditch which <br /> drops into the pond. We observed that surface runoff from the haul road and parking area <br /> drains to the trapezoidal ditch in an uncontrolled manner, causing erosion on the sides of the <br /> ditch and creating a persistent maintenance challenge (Photo 7). During this inspection,we <br /> discussed possible solutions to this problem, such as constructing water bars to direct the <br /> flow to specific locations, which could be more heavily armored, or even revising the design <br /> to extend the pipe and backfill further toward the pond, eliminating a portion of the <br /> trapezoidal channel. <br /> ROADS—Rule 4.03 <br /> Construction 4.031(3)/4.03.2(3); Drainage 4.031(4)/4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.032(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> • Overall, the roads at King I and King II were in excellent condition, considering the amount <br /> of rain that has fallen in the past few weeks and on the day prior to the inspection. <br /> • Some erosion of the surface of the road between the top of the King I refuse pile and the soil <br /> stockpile had occurred due to the heavy rains. Mr. Wymore said this would be repaired <br /> quickly, and the surface regraded to drain south into the collection ditch. <br /> SUPPORT FACILITIES - Rule 4.04: <br /> • At the King II site, the oil storage shed has been revamped. New fuel tanks have been <br /> installed (Photo 8), and general housekeeping has been employed. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> • I conducted the annual AVS check, and confirmed that information presented on the mine's <br /> entrance sign and provided by mine employees was in agreement with information found in <br /> Division records. <br /> • Signs marking the limits of the disturbed area were in place and conspicuous at both the King <br /> I and King 11 surface facilities. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> • The two topsoil stockpiles at King II were well vegetated and bermed, and I saw no sign of <br /> erosion having occurred. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were issued as a result of this inspection, and none are pending. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: I Page 4 of 8 <br />
