Although water from the Closed Basin Project is delivered to the San Luis Lakes Area, it <br />is not included in this analysis. San Luis Lake and Head Lake both are used to help <br />regulate flows for the Closed Basin Project, however, evaporation losses are not generally <br />replaced with project water. The area is served by natural drainage and is not supplied by <br />additional surface or ground water. <br />It is estimated that surface or ground water is supplied to non-agricultural lands within <br />the wildlife boundaries classified as open water, deciduous trees, hydrophytes, heavy <br />vegetation, and non-irrigated meadows in the 1998 Irrigated Lands Assessment Using <br />Satellite Imagery in the Rio Grande Basin of Colorado, Agro Engineering, Inc., July <br />2000. Therefore, these lands have a consumptive use and loss due to human activities. It <br />is believed that lands classified as medium vegetation, sparse vegetation, and bare ground <br />were not supplied surface or ground water during 1998. <br />1. Data Collection. <br />As described above, the GIS land classification coverage developed for RGDSS was used <br />to determine the acreage by land type for four wildlife areas known to have surface and <br />ground water supplies. These areas include: <br />• Alamosa National Wildlife Area <br />• Monte Vista National Wildlife Refuge <br />• Russell Lakes State Wildlife Area <br />• Rio Grande Wildlife Area <br />In addition, Blanca Wildlife Area is also known to use water delivered from the Closed <br />Basin Project to maintain wildlife habitat and was included in this consumptive use <br />analysis. <br />Table 13 shows the acreage, by vegetation type, for each area as defined in the GIS <br />coverage. Included in the table is the acreage accounted for in the irrigated acreage <br />category and the total acreage in the wildlife area.
