<br />31 <br /> <br /> <br />",1 "\'}'I'; <br />l'Ud~)d>l <br /> <br />PRELIMINARY FRAMEWORK PLAN <br /> <br />The framework plan for the Missouri River Basin consists of the <br />following components: <br /> <br />1. Continuation of current programs and additions <br />and modifications to existing developments; <br /> <br />2. Water control and related land developments; <br /> <br />3. Environmental enhancement features; and <br /> <br />4. Non-structural measures. <br /> <br />All of the component elemerits of the framework plan meet to varying <br />degrees the projected future demands for water and land and reflect a <br />reasonable balance between the planning goals. In the final analysis, <br />the plan is geared to the attributes of the region and no attempt was <br />made to "re-make" the area in terms of a social and economic character <br />that is unrealistic or wishful thinking. The success of the plan will <br />rest with acceptability by the public of the investment which will be <br />required in the future to implement its various features. The plan is <br />not rigid and programming of investments can be altered to reflect <br />changing priorities at various times in the future. This would only <br />reflect a change in preferences and over the long term future the rela- <br />tive amounts of investments would remain generally unchanged.
