Environmental Quality - which is aimed at develop- <br />ments to improve the general quality of people <br />living in the region or utilizing the region; and <br />in many instances, accomplishing this objective <br />may preclude other beneficial uses of the resources. <br /> <br />Investments in water resource development may achieve more than one of <br />the planning goals, and as such, each water resource investment affects <br />a variety of social objectives even though it was designed primarily to <br />attain only one. The framework plan reflects a desirable combination of <br />alternatives oriented to the various objectives, and an appropriate <br />pattern of investment best suited to the region. <br /> <br /> <br />ALTERNATIVE <br />DEVELOPMENTAL <br />PROGRAMS <br /> <br />The process of plan formulation followed a logical sequence of first <br />determining the availability of water and land resources and the extent <br />of existing resource development in the region. The second major step <br />was the projection of future gross and net requirements for goods and <br />services derived from the use and management of water and related land <br />resources. These requirements reflected projections of the economy of <br />the region as well as economic and social goals deemed in the best <br />interest of the region. Alternative ways in which the requirements <br />could be met were analyzed and a framework plan was selected which would <br />tend to maximize the principle planning goals. <br /> <br />30 <br />
