<br /> <br />Since it is normally more efficient to increase the flow of goods <br />and services from existing programs, rather than constructing new <br />facilities, analysis was made to determine the extent of modifications <br />warranted. The preceding tabulation summarizes this component of the <br />framework plan. <br /> <br />WATER CONTROL AND RELATED LAND DEVELOPMENT <br /> <br />The key to development of water resources is the extent to which <br />water is controlled and the magnitude of associated land programs.
