reservoir. II

In conclusion Mr. Dominy said, ". . . In terms
of meeting important problems that exist now,
let's don't plan it forever. Let's find a
workable plan, a useful plan and put it into effect."

Director of the Colorado Water Conservation Board,
Felix L. Sparks, in a general session related
examples of both too little and too much "public
fnvolvement" in the water resources field.

"Bonney Dam" he said, "on the Republican River
was built by the Bureau of Reclamation on the
assumption that its waters would be needed
for irrigation. But when the dam was finished
there were no takers."

Referring to the lack of advance public infor-
mation on this dam, he said, "There sit 40,000
acres of unused irrigation water because nobody
bothered to find out ahead of time whether it
would be needed."

"Colorado now has a state policy that it won't
lift a finger on behalf of any project unless
it has been thoroughly demonstrated that the
local people want it."

Mrs. Victoria S. Price, Project Associate for the
Woodrow Wilson International Center for Scholars
presented a brief description of the Ford Founda-
tion study, "Managing the Environment: Nine
States Look for New Answers", which she co-authored.
Mrs. Price briefly outlined the study of environ-
mental reorganizations &ccomp1ished from 1967-1970
in five selected states, including new environ-
mental programs initiated in four selected states,
and an examination of the Federal Environmental
Protection Agency.

Regarding reorganization and who merges with whom,
Mrs. Price said, ". . . it depends whether you
are putting pollution Control into Conservation,
which I am sure most Conservation departments
would like, or whether you're putting Conservation
into Pollution Control, which may not look too
good to the conservat ionists."
