Former Commissioner of Reclamation, Floyd E. Dominy,
in his remarks to the Wednesday morning General
Session said, "What I don't like about involvement
is the way people deliberately mislead other people."
As an example, he cited the recent "Save the Grand
Canyon" campaign. "Reader's Digest showed pictures
in their reprint of the Audubon article right in
the heart of the story. Obviously any reader
would think the scenery depicted in the pictures
were going to be inundated (by the proposed reser-
voir), and yet it would have been untouched. One
of the pictures was of a waterfall at about 1,500

feet elevation, six miles away, and the other was

-....~

~~(

-:.~ ,,~-::..~
-,-.:;:?:",:'.:

[I

~/~\~~~
:_" ::.:.~.:-:

~ii~

f;~;t};:
."O:'~' -- -.
~~~,
;'<:.::,;:,~
~:':;;<~~.'-'l;
~:~:1t;~~j
(lrt2?2'
u U .J ""~ ,",-
<~~~)
-:r>~
"..?--,;.
2
purposes--to oversee
administer grants to
act,ivities among the
river basin planning; to
the States and to coordinate
'various water-related agencies.
Pointing out that the Water Resources Council has
been ineffective in some respects, Congressman Kyl
said, "The Cabinet members are too busy to spend
the kind of time required (on WRC matters), so
they delegate the responsibility to a varying
group of individuals who are below policy
establishment levels.
"Easy problems find easy agreement," he continued.
"But the big problems are debated to death, and
in the end, because somebody 'has to give' but
doesn't, the big problems remain unsolved."
Kyl's answer is in reorganization and education.
"I believe that reorganization must be drastic.
I see no other way to remove the existing impedi-
ments that result from competition among the
agencies." In conclusion he said, "We have plenty
of plans. But we haven't yet convinced the
Nation that this item (water) deserves a higher
priority. I am convinced that education is our
biggest job. Let's get on with it."
Iowa's role in combatting water pollution and
related problems was outlined in a luncheon
speech by John S. Murray, Executive Assistant to
Governor Robert Ray.
Mr. Murray listed three examples--the recently
passed soil conservancy law under which landowners
can be forced to take steps to control erosion:
the Governor's proposed Department of Environmental
Quality which would consolidate the various
pollution control agencies under one roof; and the
Governor's Environmental Action Month earlier
this spring.
, '
'-:.-_:';;::~.:<'"
, "
,y-__ .,'~,
-'..,
_ n'. ... _.', ... .,~ '..., "'" ~.
