<br />Former Commissioner of Reclamation, Floyd E. Dominy,
<br />in his remarks to the Wednesday morning General
<br />Session said, "What I don't like about involvement
<br />is the way people deliberately mislead other people."
<br />As an example, he cited the recent "Save the Grand
<br />Canyon" campaign. "Reader's Digest showed pictures
<br />in their reprint of the Audubon article right in
<br />the heart of the story. Obviously any reader
<br />would think the scenery depicted in the pictures
<br />were going to be inundated (by the proposed reser-
<br />voir), and yet it would have been untouched. One
<br />of the pictures was of a waterfall at about 1,500
<br />
<br />feet elevation, six miles away, and the other was
<br />

<br />Pointing out that the Water Resources Council has
<br />been ineffective in some respects, Congressman Kyl
<br />said, "The Cabinet members are too busy to spend
<br />the kind of time required (on WRC matters), so
<br />they delegate the responsibility to a varying
<br />group of individuals who are below policy
<br />establishment levels.
<br />
<br />"Easy problems find easy agreement," he continued.
<br />"But the big problems are debated to death, and
<br />in the end, because somebody 'has to give' but
<br />doesn't, the big problems remain unsolved."
<br />
<br />Kyl's answer is in reorganization and education.
<br />"I believe that reorganization must be drastic.
<br />I see no other way to remove the existing impedi-
<br />ments that result from competition among the
<br />agencies." In conclusion he said, "We have plenty
<br />of plans. But we haven't yet convinced the
<br />Nation that this item (water) deserves a higher
<br />priority. I am convinced that education is our
<br />biggest job. Let's get on with it."

<br />Iowa's role in combatting water pollution and
<br />related problems was outlined in a luncheon
<br />speech by John S. Murray, Executive Assistant to
<br />Governor Robert Ray.
<br />
<br />Mr. Murray listed three examples--the recently
<br />passed soil conservancy law under which landowners
<br />can be forced to take steps to control erosion:
<br />the Governor's proposed Department of Environmental
<br />Quality which would consolidate the various
<br />pollution control agencies under one roof; and the
<br />Governor's Environmental Action Month earlier
<br />this spring.
