<br />CONFERENCE ROUNDUP

<br />"Public Involvement in Water and Related Land
<br />Resources Planning" was the th~me of the 5th
<br />Annual Conference of State and: Federal Water
<br />Officials, held June 8-10, 1971 in Des Moines,
<br />Iowa.
<br />
<br />Thirty States, 10 Federal Departments, and 12
<br />water resource organizations were represented
<br />at the three-day conference sponsored by the
<br />Interstate Conference on Water Problems and
<br />the U.S. Water Resources Council.
<br />
<br />Norman F. Billings, Chairman of the Interstate
<br />Conference on Water Problems and W. Don Maughan,
<br />Director of the Water Resources Council, opened
<br />the Conference with reference to the meeting
<br />theme and the Conference Agenda which was divided
<br />into three major parts.
<br />
<br />2. Case studies and panel discussions to
<br />illustrate how public involvement problems
<br />arise.
<br />
<br />3. Workshop sessions to provide an analysis
<br />of the major problem areas.
<br />
<br />Major Speeches
<br />
<br />John N. Nassikas, WRC Vice Chairman and l;hairman
<br />of the Federal Power Commission, was keynote
<br />speaker at the opening luncheon. He stated that
<br />"There is no simple answer as to when the public
<br />should be informed of a pending project, but the
<br />public must have advance notice and disclosure
<br />so it can participate. This is often a painful
<br />process but it is necessary if the project is to
<br />have public support."

<br />"Last year", he continued, "the Federal Power
<br />Commission asked all the U.S. Power Utilities to tell
<br />us their plans for 10 years ahead. Now, I'm
<br />convinced 10 years is too short. Large projects
<br />may involve so many congressional hearings and
<br />court suits that 15 to 20 years may be a more
<br />realistic disclosure time."
<br />
<br />Congressman John H. Kyl of Iowa spoke at the
<br />Conference banquet, Wednesday evening. In his
<br />remarks he said, "The (Water Resources) Council
<br />was set up at Cabinet level with three major
