Case Studies

A case study of the Willamette River Rasin and the
Puget Sound Comprehensive Studies was ipresented
early in the Conference to provide an ,"on the
ground" example of a typical public involvement
problem.

Fred Gustafson, Chairman of the Willamette Study
task force and Henry Stewart, Chief Planning
Branch, Corps of Engineers, Portland, Oregon
presented an illustrated talk on the state and
federal viewpoints of public involvement activities
carried on by coordinating task forces during the
studies.

Dennis Lundblad, Washington State Department of
Ecology and Sydney Steinborn, Chief of Engineering
Division, Corps of Engineers, Seattle, Washington,
presented the Puget Sound Task Force Study -- how
it began, what it was to do, and the lessons
learned. Mr. Lundblad discussed the State's
cooperation and viewpoints.

After the case studies were presented a panel
was formed to discuss and summarize the
public involvement problems in an open forum.
Panel participants included those who presented
the case studies and a group spedifically invited
for their non-state and non-federal affiliation.
Workshop Sessions

Workshop sessions were held to review problems of
public involvement, consider alternatives, and
develop answers to public involvement posed by
the speakers and case study presentations. Each
workshop discussed the same questions and attendance
at each, on an informed basis designed to assure
equal representation of expertise and geographical
dispersion, varied from 20 to 30 participants.

PartiCipants of all workshops considered questions
